He advanced from patrol through SWAT and narcotics assignments into executive leadership, ultimately overseeing Investigations, Professional Standards, Technology, Operations, Threat Assessment, Crime Analysis, and regional task force partnerships. He built the department's technology program from the ground up and established one of the region's first public safety UAS (drone) programs. Kool holds a Master's in Cybersecurity Operations and Leadership from the University of San Diego (summa cum laude) and is a graduate of both the FBI National Academy and the Senior Management Institute for Police. He has served on the board of Crime Stoppers and represented his agency on the Sacramento Urban Area Security Initiative.
