The American Society for the Prevention of Cruelty to Animals (ASPCA) works to prevent cruelty towards animals through various programs and services. It has the legal authority to investigate and make arrests for animal cruelty cases, which sets it apart from other organizations. ASPCA focuses on three main areas: supporting pet owners and their pets, ensuring positive outcomes for animals at risk, and assisting victims of animal cruelty. Founded in 1866 and based in New York, ASPCA aims to create a more humane society for animals.

The Animal Support Center will help increase and improve OCHS's capacity to care for animals in Starkville and the shelter's 17-county service area. The ASPCA has contributed $1 million in grant funding to help establish the new facility and further its work to save, protect, and transform the lives of shelter and owned animals in Northeast Mississippi. The Animal Support Center's high-quality, high-volume spay/neuter and relocation efforts will impact thousands of animals in the state by reducing the number of unwanted litters within the community, decreasing animals' length of stay at shelters in the region, and improving access to low-cost spay and neuter procedures for pet owners. The new Spay Neuter Clinic will increase the shelter's current spay/neuter capacity from 2,900 to 5,800 surgeries annually. The opening of the Animal Support Center's VanLandingham Kennel Facility marks an especially important extension to the OCHS campus. Resulting in roughly 3,300 square feet of additional space, including 30 new kennels, the VanLandingham Kennel Facility provides a separate holding area for animals being transported to other shelters for adoption, improving health safeguards for both shelter and transport populations

In 2024, more than 800 animal welfare violations were documented at USDA licensed commercial dog breeding facilities but not a single dog was removedWASHINGTON, Feb. 13, 2025 /PRNewswire/ -- Today, the ASPCA® (The American Society for the Prevention of Cruelty to Animals®) released its annual report on puppy mill cruelty, which provides an analysis of U.S. Department of Agriculture (USDA) data on inspections, documented violations, and enforcement actions against Animal Welfare Act licensed facilities. Based on the ASPCA's analysis of USDA data, federal inspectors documented over 800 instances where licensed dog dealers failed to meet the minimum standards of care in 2024, with violations that included failure to provide dogs with shelter, clean food and water or veterinary care. Forty-five percent of commercial dog dealers licensed in 2024 never had a compliance inspection, and of the ones that did receive inspections, one out of every five inspection uncovered failures."The USDA saw over 200,000 dogs in licensed commercial facilities in 2024, many of whom were suffering as a result of a dealer's failure or unwillingness to provide appropriate care. Despite having the authority to issue penalties and warnings, revoke licenses and remove animals, the agency's overwhelming response was to do nothing," said Robert Hensley, Senior Counsel, ASPCA Legal Advocacy and Investigations
