Portugal and Japan form space partnership to tackle wildfires and extreme weather

Portugal has partnered with Japan to strengthen capabilities in extreme weather response and disaster management through its Atlantic Constellation space initiative. The cooperation was announced at SPACETIDE 2026 in Tokyo through a memorandum of understanding between New Space Alliances and SPACETIDE, Japan's space industry hub. The partnership establishes Japan as the fourth Space Hub in the Atlantic Constellation network, following Guimarães and Oeiras in Portugal and Amazónia in Brazil. Led by CEiiA and the Portuguese Air Force, the initiative will develop space-based solutions for monitoring and managing climate events including wildfires and storms. The Space Hubs create regional ecosystems combining science, technology and business to address climate and sustainability challenges whilst fostering business development between Europe and Asia-Pacific.

"The partnership agreement between the two entities places a fleet of BEN electric vehicles at the service of ramp support for aircraft and personalized ground handling services at airports, tested in September and entering operation in 2027," they said in the same note. Goal is to expand Earth observation capabilities, with applications ranging from disaster response to precision agriculture and carbon mapping. 30 March 2026, 01:55 Portugal is preparing to launch six new satellites this Monday, March 30, from Vandenberg Base in California, as part of the Transporter-16 mission, a step that promises to strengthen both national technological capacity and the economic potential of Portugal's space ecosystem. The launch is scheduled between 11:20 and 12:17 (Portuguese time), with possible postponement of 24 to 48 hours due to weather or operational reasons. The efforts involve public and private actors, such as the Portuguese Air Force (FAP), CEiiA, and N3O, together with international partners and the national operator Geosat. The new assets join the Atlantic Constellation, currently consisting of three satellites in orbit, and aim to expand Earth observation capabilities, with applications ranging from disaster response to precision agriculture and carbon mapping. Among the six satellites, a Portuguese Air Force system with radar capability for continuous observation stands out, independent of weather conditions and day/night cycles, reinforcing persistent surveillance and situational awareness - crucial factors for national security and protection of the Exclusive Economic Zone. On the other hand, the VHRLight NexGen satellite, led by CEiiA and N3O, is the second of an optical pair capable of producing multispectral images with 70 cm per pixel resolution, suitable for detailed territory analysis. On the same day of the launch, an agreement will be formalized between Satellogic, N3O, and Geosat for cooperation in satellite technologies, subsystems, and downstream services, with direct implications for the Atlantic Data Hub - a platform intended to valorize spatial data and stimulate the offer of value-added services to national and international markets. Constellation operation will be ensured by Geosat and, when complete (12 units including optical and radar), a revisit frequency of approximately three hours over areas of interest is anticipated, improving information availability for public and private decision-makers. The data produced should catalyze commercial solutions in sectors such as insurance, agriculture, environment, defense, and maritime logistics, enhancing value chains and service export opportunities. Simultaneously, CEiiA and N3O are developing, in partnership with German company OHB, two more VHR optical satellites, while LusoSpace will integrate four satellites from its Lusíada Constellation, focused on maritime monitoring and communications - projects funded under the New Space Agenda. The Agenda also includes the strategic component of Space Access, coordinated by FAP, which foresees the development of a space base in the Azores, aiming to position Portugal as an Atlantic hub for launches and asset recovery, reinforcing European autonomy and attracting investment. The moment marks a significant advance in the internationalization of Portugal's space sector and in creating capabilities with economic and strategic impact.

The agreement also covers shared supply chain development, powertrain and digital technologies, and joint engineering across the two companies' respective micro electric vehicle platforms. Micro's Microlino is a battery-electric microcar targeting the consumer market, while CEiiA's BEN is a modular micro electric car designed for business applications, incorporating a digital platform for fleet management and CO[2] tracking. AMFI, part of the same Swiss holding group as Micro, will work with CEiiA to define production processes and quality standards for serial manufacturing of BEN in Turin.
