Commanders pick Clark | Mortenson | SmootDC to build $3.8B DC stadium. The Washington Commanders have selected a joint venture of Clark Construction, Mortenson and Smoot Construction to build their new $3.8 billion stadium at the former RFK Stadium site, with completion targeted for spring 2030. The Washington Commanders have picked the construction team that will build their new $3.8 billion stadium on the former RFK Stadium site in Washington, D.C., the team announced Aug. 11, tapping a joint venture of three firms with a combined résumé that includes some of the NFL's newest venues. The joint venture - branded Clark | Mortenson | SmootDC - pairs Clark Construction Group and Mortenson, two national builders with extensive stadium experience, with Smoot Construction Company of Washington, D.C., a Black-owned firm that has operated in the region for nearly 60 years. The team was selected to serve as construction manager for the roughly 65,000-seat, enclosed stadium planned for the 180-acre RFK campus along the Anacostia River. "We are confident this partnership will help us create a premier destination that serves our fans, drives economic opportunity, and leaves a lasting legacy for generations to come," Matt Haas, the Commanders' head of construction, said in the team's announcement. Smoot Construction CEO Mark S. Cain called the selection a milestone for his firm. "After almost 60 years as your hometown builder, our pride and excitement in the new Commanders Stadium is beyond measure," Cain said. Clark Group CEO Lee DeLong and Mortenson vice president and general manager Logan Gerken were also quoted in the release touting the venture's track record. That track record is substantial. Clark, Mortenson and Smoot have separately worked on Nationals Park in Washington, Allegiant Stadium in Las Vegas - home of the Raiders - and U.S. Bank Stadium in Minneapolis, home of the Vikings, according to the Commanders' announcement. The team said site-enabling work at RFK began in June, with main stadium construction set to start in spring 2027 and completion targeted for spring 2030, in time for the team to open its 2030 season there. A $3.8 billion project years in the making. The selection was corroborated the same day by WJLA/ABC7 Washington. The construction announcement is the latest step in a stadium plan the District of Columbia Council approved in a lopsided 11-2 vote in September 2025, a deal city officials called the largest economic-development project in D.C. history. Under that agreement, the Commanders are financing roughly $2.7 billion of the project, while the D.C. government is contributing about $1.1 billion for surrounding infrastructure, parking and recreational space on the broader RFK campus. The new stadium is designed to be enclosed and climate-controlled, with roughly 1.8 million square feet of space and capacity to host more than 200 events a year beyond Commanders games - a shift from the open-air RFK Stadium the team called home until 1996 and last played in during the 1996 season before moving to what is now Northwest Stadium in Landover, Maryland. Returning to Washington proper has been a stated priority for team ownership since Josh Harris' group bought the franchise in 2023. For the Washington region's construction and real estate industry, the project represents one of the largest active development commitments in the market, arriving as the broader RFK campus is also being planned for additional housing, retail and green space once the stadium is complete. It joins a small group of multibillion-dollar sports-facility developments underway nationally, including plans for a new NBA arena on the Las Vegas Strip backed by VICI Properties and Caesars. The scale of the financing commitment also mirrors a broader trend of lenders and owners lining up nine- and ten-figure sums for major urban construction projects, such as the $1.2 billion construction loan BXP recently secured for a Manhattan office tower. The contractor selection confirms that the Commanders are moving from planning into execution on a timeline that would have the team playing at a new D.C. stadium in 2030 - a verified fact from the team's own announcement. The $3.8 billion total project cost and the city-team financing split are drawn from the D.C. Council's September 2025 approval, reported at the time by the Washington Post; RealtyWire is citing that figure as background context rather than new news, since Tuesday's announcement covered the construction team, not new financing terms. Whether the project stays on its spring 2027-to-spring 2030 construction schedule will be a story to watch, given the scale of simultaneous site work, financing drawdowns and the district's parallel plans for the surrounding RFK campus.

Guidehouse has hired a new chief financial officer in Kelly Hernandez, who joins the global professional services firm after four years in the CFO position at Clark Construction Group. This transition announced Wednesday also marks Hernandez' return to the GovCon market. Prior to Clark, Hernandez worked in senior leadership roles at Leidos for eight years with the latter two in a group CFO position. Now at Guidehouse, Hernandez moves into the role previously held by Deborah Ricci since the firm was stood up in 2018. Ricci joined Acentra Health in January as CFO. Guidehouse has also promoted Stuart Brown to the newly-created position of chief transformation officer, approximately 18 months after he first joined the firm as leader of its digital business. Brown is tasked with leading Guidehouse's artificial intelligence-centric transformation strategy and efforts to accelerate innovation across its operations, delivery models and client-facing services. Guidehouse is in a new phase of its multi-year $1.5 billion investment in AI, which WT spoke with Brown about in the summer of 2025. A place to belong: Building the next generation of West Coast student housing. Many universities are investing in below-market-rate housing designed to foster connections and student well-being, with a growing focus on prefabricated elements. By RYAN BUSSARD, DAVID DAMON and ANDERS CARPENTER Perkins&Will | Bussard | | Carpenter | Studies suggest that campus housing provides clear benefits to college students, especially during their first two years. Yet for many institutions across our region, current offerings are proving insufficient. As enrollment increases, limited vacancies in surrounding urban areas and constrained or outdated on-campus options are contributing to an urgent need to plan for next-generation growth. Several trends are starting to take shape. To help with recruitment, many institutions are investing in below-market-rate housing, making their campuses competitive with more affordable markets while maintaining the amenities and easy transit links that enhance student experience. Plus, there's an increasing emphasis on student well-being, inspiring thoughtful design and programming from integrated landscaping to living-learning environments that foster social connections and educate through design. ACCESS AND AFFORDABILITY Pepper Canyon West, an award-winning living-learning neighborhood at the University of California, San Diego (UCSD), adds more than 1,300 beds for upper-division students spread across two towers, along with retail and student amenity spaces. The progressive design build project, designed by Perkins&Will's Seattle and Boston studios in partnership with Clark Construction, was partially funded by the State of California's Higher Education Student Housing Grant Program and offers affordable rental options, improving access in one of the country's most expensive housing markets. A similar approach was taken by UC Law San Francisco (UC Law SF, formerly UC Hastings). The Academe at 198, financed through a public-private partnership with Greystar, anchors an emerging "Academic Village" in the city's Tenderloin neighborhood. The multi-disciplinary hub's 656 below-market units are available to students from higher education partners across the city, including the University of California, San Francisco (UCSF), the University of San Francisco (USF), and San Francisco State University (SFSU). The zero-carbon, mass timber Tall Timber Student Housing complex at British Columbia Institute of Technology adds 469 beds, more than doubling BCIT's on-campus housing capacity. Closer to home, the Tall Timber Student Housing complex at British Columbia Institute of Technology (BCIT) is a fully electric, zero-carbon mass timber building that more than doubles BCIT's on-campus housing capacity, adding 469 beds. The school cited a growing student population, low vacancy rates in surrounding cities, and limited housing near campus as drivers of the project. STRATEGIC DELIVERY AND PREFAB ELEMENTS Pepper Canyon West includes affordable apartment-style suites at UCSD, in one of the country's most expensive housing markets. Strategic delivery methods and prefabrication of repetitive parts can support affordability goals by shortening timelines, reducing on-site waste, and lowering labor costs. In the Tall Timber Student Housing project, Perkins&Will used locally sourced cross-laminated timber (CLT) and a design-for-manufacture-and-assembly (DfMA). Additionally, prefabricated steel cores accelerated assembly and reduced on-site labor requirements. Pepper Canyon West and the Academe at 198 also feature prefabricated elements - for kitchen and washroom wet pods and facade cladding, respectively - that introduced efficiencies to the schedule and enabled continuous cost estimating, early subcontractor engagement, and expedited construction. UC Law SF's Academe at 198 was financed through a public-private partnership with Greystar, providing 656 below-market units in the city's Tenderloin neighborhood. ENHANCED STUDENT EXPERIENCE Access to public transit, community-building amenities, and intentional spatial planning are a few areas in which housing can significantly enhance the student experience. At Pepper Canyon West, terraces, outdoor courtyards, and the adjacent canyon provide students with abundant access to nature, nestled within the center of campus and near UCSD's central light rail station. A six-acre Open Space Preserve connecting the residence towers features native plantings, art, walking trails, outdoor study spaces, and extensive stormwater mitigation areas. Apartment-style suites are complemented by community-building programs, including co-working, wellness and socialization spaces. In addition to fully furnished studios and suites, the Academe at 198 offers common spaces, academic classrooms, two mock courtrooms for law students, and food and retail options. Recognizing that students from partner institutions may study diverse disciplines and travel across the city for classes, Perkins&Will developed a layout that prioritizes areas where residents can "cross-pollinate" through casual encounters and provides immediate access to multiple public transit options. BCIT's Tall Timber Student Housing supports the school's ambitious goals to reduce its carbon footprint and showcase innovative, sustainable building techniques. As an institute focused on applied technology, BCIT approached the residence as a learning platform. Information on the prefabrication process, envelope performance, and operational strategies informs future projects and learning, supporting BCIT's Living Labs sustainability initiative. WHAT'S NEXT? As housing pressures intensify across the West Coast, institutions that invest thoughtfully in student housing stand to gain a competitive edge in recruitment, a stronger campus culture, and a more equitable academic environment. Clark Construction mobilizes at 566 West Van Buren. June 23, 2026 Chicago, IL - Clark Construction has commenced construction on 566 West Van Buren, a new 12-story multifamily residential tower in Chicago's West Loop Gate neighborhood, partnering with the development team of Riverside Investment & Development, Blue Star Properties, Atlantic Residential, and Metropolis Investment Holdings. The group celebrated with a ceremonial groundbreaking ceremony on June 2, 2026. The Clark team has already completed early site preparation allowing them to transition to active structural work. Crews completed the deep concrete caisson foundations and fully erected the site's tower crane on the tight corner lot, allowing its crews to shift focus entirely to vertical concrete construction. As the structure rises, the 26,000-square-foot footprint will maximize space by utilizing the ground floor for an entirely enclosed 42-space vehicle parking garage. To accommodate alternative transit, the build-out includes high-capacity storage for 199 bicycles to serve the residents of the 52 studios, 113 one-bedroom units, and 34 two-bedroom units. Additional amenities will feature a dedicated remote-work coworking space, fitness facility, and mail room, while the 12th floor will host an indoor club room, private lounges, and an outdoor amenity deck featuring a rooftop swimming pool. Clark is on track to deliver the finished tower in early 2027.
