Confluence Health recognized as Center of Excellence for Perinatal Substance Use. August 4, 2026 by Confluence Health Confluence Health has been recognized as a leader in addressing the complex healthcare needs of pregnant people with substance use disorders, earning certification as a Center of Excellenopens in a new tabce for Perinatal Substance Use from the Washington State Department of Health, Washington State Hospital Association and Washington State Health Care Authority. The certification recognizes hospitals that have implemented evidence-based, family-centered practices to support birthing parents and infants affected by substance use disorders. "This recognition reflects our commitment to providing compassionate, evidence-based care for every patient who comes through our doors," said Kelly Allen, chief nursing officer for Confluence Health. "At Confluence Health, we believe every family deserves access to exceptional care close to home. Our teams have worked hard to build programs and practices that support parents with dignity, strengthen family bonds, and help give babies the healthiest possible start in life." The Centers of Excellence for Perinatal Substance Use program was created by the Washington State Department of Health, Washington State Hospital Association, and Washington State Health Care Authority to recognize hospitals that align their care practices with national best-practice standards for perinatal substance use. Certified hospitals train staff, implement evidence-informed policies, and focus on nonjudgmental, family-centered care that supports both parents and infants. For Confluence Health, the designation reflects years of work by caregivers, nurses, physicians, and support staff to ensure patients facing substance use disorders during pregnancy receive coordinated, respectful care tailored to their individual needs. "As caregivers, we have the privilege of supporting families during some of the most important moments of their lives," said Tami Clark, director of inpatient maternal and child health at Confluence Health. "This designation recognizes the dedication of our maternal and child health teams to creating a safe, supportive environment where patients feel respected, empowered, and connected to the resources they need. By caring for both parent and baby together and providing comprehensive support before, during, and after birth, we can make a meaningful difference for families throughout our region." "Hospitals certified as Centers of Excellence for Perinatal Substance Use are improving birth outcomes and saving lives," said Michele Roberts, assistant secretary for prevention and community health at the Washington State Department of Health. "They're leaders in providing equitable care that centers the needs of babies and families." To achieve certification, hospitals must meet rigorous standards that include screening patients for substance use disorder and perinatal mental health conditions, ensuring access to providers who can manage medications for opioid use disorder, supporting parents and infants rooming together whenever medically appropriate, providing nonpharmacological interventions as the first line of treatment for infant withdrawal symptoms, offering coordinated postpartum follow-up, and educating care teams on respectful, equitable care practices. These standards align closely with Confluence Health's mission of local care by and for its community. By offering this level of specialty care close to home, families throughout North Central Washington can access nationally recognized services without leaving the region. "Every family's story is unique, and every patient deserves compassionate care that meets them where they are," Allen explained. "This recognition demonstrates Confluence Health's commitment to ensuring people receive the support they need, close to home, while helping us all move forward together to create healthier futures for parents, babies, and our community." Quincy names Joe Harris as next city administrator. * by oscar rodriguez Post-Register staff writer * Aug 1, 2026 updated Aug 4, 2026 * 1 min to read. The city of Quincy has selected Joe Harris as its next city administrator, filling a position that was without a permanent leader since February. Harris was introduced to the City Council and confirmed July 30. He will begin his new role Aug. 17, according to a city news release. Under Quincy's mayor-council form of government, the mayor serves as the city's chief executive while the council establishes policy. The city administrator oversees day-to-day operations, coordinates city departments and ensures the mayor's and council's directives, ordinances and policies are carried out. According to the news release, Harris served in the U.S. Marine Corps from 1993 to 2001 before working for the Quincy Police Department and the Grant County Sheriff's Office. He retired as Mattawa police chief in 2021. Harris was fired from his position as Mattawa police chief in 2021, according to previous reporting by the Quincy Valley Post-Register. He later reached a settlement with the city of Mattawa after appealing to the Mattawa Civil Service Commission. Under the agreement, Harris received $100,000 in general damages, was reinstated as police chief and allowed to resign, according to previous reporting by the Columbia Basin Herald. "I am excited for the opportunity to give back to our community and keep Quincy the great community it is," Harris said in the news release. Harris also ran for Grant County sheriff in 2022 and for a seat on the Port of Quincy in 2023. The city began recruiting for a permanent city administrator after former administrator Pat Haley resigned in February. Mayor Paul Worley appointed Greg Meinzer, a former Confluence Health security professional and former Chelan County undersheriff, as interim city administrator effective March 1. Meinzer replaced Haley, who abruptly resigned Feb. 13. Haley told the Quincy Valley Post-Register he was asked to leave based on a decision by the mayor and City Council "based on their own reasons." "I'm the interim city administrator, strong emphasis on interim," Meinzer said at a July 14 celebration hosted by Catholic Charities. "I've been at this job since March 1st, and with luck, when things go well the next week or so, we should have somebody coming in and replace me so I can retire again and do some time up on the river." Worley and Meinzer previously confirmed the city had interviewed applicants for the position but declined to disclose how many candidates were interviewed or their identities. City Council agenda documents indicated interviews took place June 30. The city contracted with Prothman, an Issaquah-based public-sector executive search firm, to recruit candidates for the position. The position was advertised with an annual salary ranging from $140,000 to $175,000.
