City Council appoints ARWA Director of Utilities, approves new H-E-B sign. May 22, 2026 At its May 19 meeting, the San Marcos City Council held a public hearing to fill the director of utilities position at the Alliance Regional Water Authority and approve new signage for the new H-E-B near McCarty Lane. The Alliance Regional Water Authority (ARWA), formed to solve the water needs of Buda, Kyle, and San Marcos, seeking to fill a position on the Board of Directors for director of utilities. The position, originally filled by Tyler Hjorth, expired April 2024 and now requires the spot to be filled, according to the Alliance Regional Water Authority. The Council voted to appoint Robert Goode as interim director of utilities. Goode has years of experience to show as he has served as interim director at both Austin Water and Austin Energy in the past, according to assistant city manager Joe Pantalion. "He has decades, if not, possibly half a century of experience in infrastructure," Pantalion said. "So, he comes to us very uniquely qualified...[for] interim utilities director." Council members voted seven to zero, officially approving Goode as the new interim director of utilities on the Board of Directors at ARWA with a term beginning May 19. In October 2024, H-E-B announced plans for a new store in San Marcos located at I-35 and McCarty Lane that is expected to open in the fall of 2026. Terry Floyd, the Planning and Development Services Director, proposed a new sign concept for the store. "This is a project we have had in the works for years, and we look forward to serving even more customers in this growing part of Texas with the best H-E-B has to offer," Cathy Harm, H-E-B senior vice president of the Central Texas Region said. The proposal includes a 60-foot-tall sign that includes the H-E-B logo along with the San Marcos name fitted onto a Texas-shaped board. Due to the current code restricting the height of signs along I-35 to be no taller than 42.5 feet, Floyd requires approval from the city. Originally, the sign was proposed as a fuel price sign, but due to the fuel station moving to a different side of the store, a new concept was proposed. The sign's height would approximately fall under the Premium Outlets sign, the tallest sign along that passageway. Staff and the Planning and Zoning committee recommended approval for the signage at their April 28 meeting. The Council voted seven to zero, approving the new sign. The new H-E-B in Euless looks nearly finished. When will it open? By Fousia Abdullahi April 11, 2026 5:25 AM Gift Article Construction on the new H-E-B along Texas 121 in Euless appears to be nearing completion. H-E-B broke ground on the 126,000-square-foot store in November 2024 at the corner of Cheek-Sparger Road and Rio Grande Boulevard, down the street from Glade Park's shopping center. The store is near the neighboring cities of Euless, Bedford and Colleyville, where residents are eagerly awaiting the grand opening of what will be the third H-E-B in Tarrant County. This past February, the grocer held a job fair for 600 positions to work at the new Mid-Cities store. Construction on the building and parking lot have been coming along quickly over the last few weeks, and the store's signage has been installed on the front of the building. While some are concerned about traffic in the area, construction of a new signal on Cheek-Sparger, between Heritage Avenue and Rio Grande Boulevard, is still underway. The city of Bedford said it's working with Euless and TxDOT on a traffic signal between Heritage and Texas 121. H-E-B has said it planned to open in "summer 2026." The retailer isn't confirming an opening date yet, according to a newsletter from the city of Bedford, but the opening could be as early as late spring. With its expansion into the Metroplex, H-E-B has opened stores in Allen, Frisco, Fort Worth's Alliance, Mansfield, Prosper and Melissa. Dallas is getting its first H-E-B, too. In July, H-E-B announced it is building a second Fort Worth location, after Alliance, in the Walsh development off Interstate 20 just west of the Parker County line. H-E-B said this week it has nothing new to announce about Fort Worth stores, but there is movement on land the retailer owns in far north Fort Worth, suggesting it may have plans for a location there sooner rather than later. This month, H-E-B is holding job fairs for upcoming stores in Irving and Murphy. The Irving H-E-B job fair will be April 15 from 9 a.m. to 3 p.m. at the H-E-B Irving staffing office, 8101 Ridgepoint Drive, Suite 200. The H-E-B in Murphy, just east of Plano, will hold its job fair the following day on April 16 from 9 a.m. to 2 p.m. at the hiring office in Richardson, 3301 Matrix Drive, Suite 100. All applications must be completed prior to the job fairs. All available positions and applications are on careers.heb.com. Company says it will build at intersection of Interstate 30 and Farm-to-Market Road 2642. * By Kent Miller | [email protected] * Mar 24, 2026 Updated 4 hrs ago What were mostly unconfirmed social media rumors for several months became official on Tuesday when company officials announced plans for an H-E-B store in Royse City. The store's location is proposed for intersection of Interstate 30 and Farm-to-Market Road 2642, according to a release from the company. "H-E-B has purchased property in Royse City where we have plans to build an H-E-B store on about 25 acres," according to Mabrie Jackson, managing director, public affairs H-E-B/Central Market. "We are still very early in the planning stages for this project, but we expect work on the store to start early next year, with an estimated opening sometime in 2028," Jackson added in the statement. The company is "gearing up for extensive site work that we look to commence this summer." City leadership expressed strong enthusiasm for the project and its potential impact. Royse City Mayor Janet Nichol shared her support, stating, "The city is elated and extremely proud to work with H-E-B towards opening this facility in Royse City. They have proven to be a very engaged and effective community partner. To say we are proud of partnering with them would be an understatement." The company opened the doors of a location in Rockwall just down I-30 in October and added another earlier this year in Forney. Earlier this month, Hunt County commissioners tabled any action on a tax reinvestment zone tied to the location of the Rose City project. The proposed development would occupy about 184 acres near the I-30 and FM 2642 corridor. Roughly 60 acres fall inside Hunt County, with the remainder located in Rockwall and Collin counties. Developers are asking Hunt County to participate in the TIRZ covering the portion of the site located within the county. Under the proposal, the county would rebate half of its property tax revenue from the site for 20 years, with those funds helping pay for infrastructure tied to the project. Carter Kendall of Bermuda Capital LP said the planned H-E-B would occupy roughly 120,000 square feet with significantly more retail space planned nearby. Another 400,000 square feet of shops is expected to be built next to the grocery store.
