Position Expectations:
To ensure the efficient operation of daily HR activities by following directives from the HR Director. This role serves as the primary contact for daily inquiries from HR staff and management across departments. Key responsibilities include processing and directing disciplinary actions, responding to unemployment claims, conducting investigations, and providing backup support to the HR Generalist, Onboarding Specialist and Benefits Coordinator. Strong organizational and communication skills are crucial for success in this role.

- Oversee the day-to-day activities of the HR department to ensure smooth and efficient functioning.
- Addresses employee grievances, conduct investigations, and provide support to maintain a positive work environment.
- Serves as a backup for other HR roles and assist with various department functions as needed.
- Handles complex and confidential HR tasks, ensuring discretion and professionalism.
- Responsible for special department projects including implementation as appropriate.
- Updates GINM and department guidelines by recommending, adding, retiring or revising procedures, upon approval or direction from the HR Director.
- Conducts and assists management in conducting department investigations in accordance with GINM policy; execute outcomes.
- Responsible for GINM’s Cultural Diversity plan and employee surveys.
- Responsible for completing, reviewing and routing of disciplinary actions.
- Responsible for responding to and managing agency unemployment claims.
- Provides guidance and assistance to the HR staff in conjunction with the HR Director.
- Maintains an excellent knowledge of GINM’s organizational practices, policies and procedures, and compliance with the same.
- Contributes to the department and organization’s effectiveness by identifying opportunities for improvement, providing solutions for recommendations and implementation as approved.
- Ensure GINM is in compliance with applicable federal and state employment laws and regulations.
- Maintains current working knowledge of trends in Human Resources.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
- Ensures HIPAA compliance & maintains confidentiality of privileged information.
- Implement CARF standards into all programs and follow professional ethics as set in the Code of Conduct/Business Ethics Policy.
- Performs other incidental and related duties as required and assigned.
Supervisory Responsibilities:
In conjunction with the HR Director, provides directions, supervises the HR personnel and addresses daily inquiries. Assists the HR Director with interviewing, hiring, training employees, assigning tasks, addressing complaints, and resolving issues.

Minimum Qualifications:
The requirements listed below are representative of the knowledge, skills, and or abilities required for the position. Individuals must be able to pass a criminal background check and drug test. Individuals must have a valid New Mexico driver’s license, liability insurance, insurability under the agency insurance carrier, dependable vehicle and a clean driving record.
- Bachelor’s degree in human resources or related field. Equivalent work experience may be used in lieu of degree.
- Three to five years of progressive work experience in Human Resources.
- Professional Human Resources (PHR) Certification or other Human Resources Certification, preferred.
- Bilingual, a plus
