Requirements
  • The candidate shall possess a minimum of eight years of experience in law enforcement, or military, operations and intelligence disciplines with a minimum of five years of experience in Joint or Interagency assignments and five years of experience related to the Personnel Recovery functional areas.
  • The candidate shall possess or be capable of obtaining and maintaining a Top Secret clearance with Sensitive Compartmented Information access.
  • The candidate shall have a minimum of four years of recent experience in delivering classroom and experiential training.
  • The candidate shall have a minimum of four years of recent experience in conducting liaison support with other Other Government Agencies and partner nation representatives.
  • The candidate shall have a minimum of five years of recent experience in supporting Personnel Recovery functional areas including governing authorities and guidance, training, operations, and intelligence support.
  • The candidate shall have a minimum of five years of recent experience working in various intelligence disciplines, the intelligence cycle, and operational requirements.
  • The candidate shall have a minimum of five years of recent experience working with Special Access Programs and support related to these types of programs.
  • The candidate shall have a minimum of a four years of experience in possessing a valid U.S. driver’s license and passport, and be able to obtain/maintain both at own expense.
  • The candidate shall be capable of obtaining and maintaining a TS clearance with SCI access.
Responsibilities
  • Provide Federal Law Enforcement Agency personnel recovery subject matter expert support to training programs, including a one-day Academic Resistance Laboratory Training regimen and related curriculum.
  • Develop and maintain course syllabi and lesson plans for five to ten day Personnel Recovery training courses (PR II, Advanced PR III, and future PREP courses).
  • Coordinate with the Task Monitor on training schedules and deployment plans for CONUS and OCONUS trainings.
  • Provide training and operational support to Agency personnel, Task Force Officers, Emergency Support Function 13, Other Government Agencies, and foreign host nation counterparts.
  • Develop and recommend information to be included in interagency Memoranda of Understanding/Agreements to integrate PR infrastructure within DoD, DoS, and OGAs.
  • Create and deliver a biannual Backcountry Skills Week training course covering survival skills (navigation, signaling, water procurement, fire making, shelter building, tracking) with evolving curriculum.
  • Prepare course materials and maintain lesson plans for PR II, Advanced PR III, and future PREP courses.
  • Adhere to Federal Agency policies, DoS policies while OCONUS, and DoS Do policies and terminology.
  • Possess CPR and AED certifications and arrange for ongoing certification maintenance at own expense.
Desired Qualifications
  • Experience interacting with DoS Diplomatic Security Services, Regional Security Officers or related DoS entities is preferred but not required.
  • Familiarity with Department of State Smith Training and High Threat Security Overseas Seminar (HTSOS), Serving Aboard for Families & Employees (SAFE), Foreign Affairs Counter Threat (FACT), and Federal Emergency Management Agency National Incident Management System (NIMS) is preferred.
  • Previous experience developing interagency MOAs/MOUs and deploying personnel in PR programs across DoD, DoS, and OGAs is preferred.
  • Experience with training in Academic Resistance Laboratory Training (ARL) and Backcountry Skills Week is preferred.
  • Ability to travel domestically and internationally to support CONUS and OCONUS training deployments is preferred.
