Requirements
  • The candidate must have a high school diploma or GED.
  • The candidate must have two to four years of experience in workforce scheduling, operations administration, data analytics, or human resources.
  • The candidate must demonstrate mastery of Microsoft Excel and Google Sheets and strong digital literacy.
  • The candidate must successfully complete a background check.
  • The candidate must obtain Child Protective Clearance under Act 153.
  • The candidate must hold a valid Pennsylvania driver's license.
  • The candidate must be currently legally authorized to work in the United States.
  • The candidate must be able to travel across campus for meetings and project-related work.
  • The candidate must be able to maintain accurate and detailed reports and records, prioritize work, and handle multiple tasks simultaneously.
Responsibilities
  • Manage voluntary and mandatory overtime assignments in accordance with Collective Bargaining Agreement rules and rotational procedures.
  • Maintain auditable logs of overtime offers, acceptances, refusals, and mandatory assignments.
  • Monitor minimum staffing levels for off-shifts and resolve vacancies and call-outs by coordinating with the Service Response Center team.
  • Populate off-shift coverage sheets and maintain calendars and rotations for duty supervisor coverage.
  • Build, maintain, and update dashboards and tracking tools for overtime standings, overtime hours by trade, overtime type, and peak periods.
  • Analyze attendance and scheduling patterns to identify trends, bottlenecks, and chronic staffing shortages.
  • Compile weekly, monthly, and ad hoc metrics on labor utilization, compliance tracking, and operational efficiency.
  • Manage the overtime electronic system and work with Information Technology to develop basic functionality and reporting.
  • Liaise with supervisors and crew to support training and awareness of overtime reporting and tracking.
  • Maintain an accurate master schedule across Excel and Clockview for trade bids, new hires, apprenticeship rotations, and shift changes.
  • Provide backup support and initial troubleshooting, password resets, and supervisor training for the Clockview time and attendance system.
  • Support supervisors with Clockview issues to complete biweekly payroll validation.
  • Manage the legacy cell phone program while transitioning to a communication allowance for personal cell phone usage.
  • Support Operations staff with iPads, smartphones, Clockview, Gmail, Duo, and other technology and software.
  • Analyze timekeeping and Maximo work-order data and update employee records in Maximo and Clockview.
  • Assist with staff and new-employee training and provide guidance on departmental policies and procedures.
  • Facilitate operational onboarding by setting up new hires in scheduling databases, explaining overtime roster rules, and integrating them into attendance systems.
  • Compile reports, documents, and metrics from reporting systems and produce reports using software packages.
  • Run scheduled computerized reports and write simple retrieval reports when needed.
  • Use Microsoft Office Suite, Google Workspace, and specialized software systems.
  • Back up the Facilities Service Response department by answering phones, dispatching work orders, and creating and assigning work orders.
Desired Qualifications
  • Prior experience adapting to multiple specialized software programs with minimal guidance is preferred.
  • Experience working with a unionized workforce operating under a Collective Bargaining Agreement is highly preferred.
