Shifting Access Control from the Bucket Level to the Data Level Like all S3-compatible object storage, Cloudflare R2 governs access at the bucket level. Everyone with access to a bucket can see everything inside it. Organizations have historically worked around this limitation by proliferating buckets - creating separate buckets for different sensitivity levels, different departments, and different regulatory regimes.
