 This position is a job rotation anticipated to last 12 months, though may be extended or decreased due to business need. This rotation available for current regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manager's approval.

About the Job – Your Role

You will be responsible for overseeing and directing the statewide implementation, quality assurance, and continuous quality improvement of Correctional Case Management (CCM) within ODOC’s 12 facilities.

CCM is a proactive, collaborative, and multidisciplinary process that unifies procedures and personnel to balance departmental resources and an adult in custody’s (AIC) needs throughout incarceration and community supervision. In this role you will ensure staff engagement, proper application, and fidelity to CCM principles while also managing key projects to enhance operational efficiency.

In this position you will work closely with the Operations Division and Community Corrections Division to develop, implement, and monitor case management processes for incarcerated individuals. Additionally, you will provide technical support for automated and non-automated applications, measure compliance with policies, and respond to requests from the public and the criminal justice system. In this position you will impact the work of approximately 4,000 ODOC employees statewide and represent the agency at various forums.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

A bachelor's degree in business or public administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.

Requested Skills

• Experience in project management and correctional counselor case management.
• Experience conducting risk assessments and providing client normative feedback.
• Experience creating and implementing Behavior Change Plans.
• Experience facilitating client cognitive interventions.
• Strong understanding of Oregon corrections policies, administrative rules, and case management best practices.
• Proven ability to manage complex projects and collaborate with diverse stakeholders.
• Excellent analytical, problem-solving, and decision-making skills.
• Strong verbal and written communication abilities, including technical writing and policy documentation.

Preferred Skills

• Experience as a Correctional Counselor with the Oregon Department of Corrections.

Working Conditions

This position is designated as a hybrid/remote working position that also facilitates frequent tours and inspections inside secured adult correctional facilities.  Working conditions include numerous meetings and trainings; contact with adults in custody/adults on supervision that may involve angry, hostile, or abusive adults in custody/adults on supervision which could result in personal injury death or becoming a hostage; stress with deadlines for various work products.  This position requires frequent in-state overnight travel by car and airplane, may have occasional out of state travel.

The selected candidate will be assigned to the ODOC institution closest to their residence for the purpose of processing travel and per diem transactions. This position requires statewide travel to ODOC facilities and partner agencies as needed. Travel-related expenses will be reimbursed in accordance with state policies.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
