Location:
This role can work remotely from anywhere within the Washington, DC metropolitan area, with the requirement to attend in-person meetings as scheduled. You must be currently eligible to work for any employer in the United States. Bixal does not sponsor visas for employment.
What will you do?
Bixal seeks a Monitoring, Evaluation and Learning (MEL) Director for an anticipated nine-year Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) Central Task Order- Communication and Knowledge Management (CK). The MEL Director will provide strategic leadership and technical expertise to advance monitoring, evaluation, and learning across the Next Generation Global Health Supply Chain (NextGen) initiative. This role involves developing harmonized cross-award KPIs, delivering tailored M&E services, and supporting the systematic use of data through advanced analysis, comprehensive performance reviews, and dashboard optimization. The MEL Director will oversee the application and enhancement of standardized assessment tools, guide data quality assurance efforts, and lead cross-award evaluations to assess program impact. By fostering collaboration, representing NextGen in global discussions, and promoting continuous learning, youwill ensure data-driven decision-making and the effective implementation of adaptive management practices.
Responsibilities
- Lead the selection and development of cross-award KPIs with harmonized definitions, collection methods, verification processes, and reporting standards to ensure consistency across all NextGen-related awards.
- Provide tailored M&E services to meet the diverse needs of USAID/W, USAID Missions, and NextGen implementing partners.
- Support systematic utilization of NextGen M&E data, including synthesizing cross-award data, conducting advanced analyses, and offering actionable recommendations to enhance performance.
- Collaborate with stakeholders to refine and expand global and country-level dashboards, ensuring they effectively capture and present critical performance insights.
- Assist USAID in conducting comprehensive performance reviews and providing analytical support to assess IP performance against established KPIs.
- Support USAID-led monitoring efforts such as Data Quality Assessments (DQAs), ensuring accuracy and reliability in data reporting and utilization.
- Oversee the consistent application of USAID’s supply chain and pharmaceutical management assessment tools, including the NSCA, EUV, SCISMM, and PSS Insight Tool.
- Provide expert technical guidance, update assessment tools as needed, and support their use by NextGen IPs or the global health community.
- Assist NextGen partners, USAID/W, and Missions in analyzing performance indicators, exploring data to assess global impacts, and implementing CQI initiatives across the NextGen program.
- Design and conduct cross-award studies using experimental/quasi-experimental designs and mixed methods.
- Lead independent or external assessments, including potential "whole of NextGen" evaluations, to analyze linkages between awards and the overall systems approach.
- Represent NextGen M&E interests at external fora, sharing insights, lessons learned, and contributing to global discussions on supply chain and pharmaceutical management.
- Foster a culture of learning and adaptation by providing evidence-based recommendations and supporting the integration of lessons learned into program planning and implementation.
Qualifications
- Bachelor’s Degree with 8+ years of progressively responsible experience in monitoring, evaluation, and learning (MEL) within international development, preferably in health systems, supply chain, or pharmaceutical management programs.
- Demonstrated expertise in designing and managing MEL frameworks, including the development of KPIs, data collection methods, and verification processes.
- Extensive experience conducting advanced data analyses, synthesizing cross-program data, and generating actionable insights to drive performance improvement.
- Proven ability to lead evaluations using experimental or quasi-experimental designs and mixed methods, including independent/external assessments.
- In-depth knowledge of USAID M&E requirements, tools, and frameworks, including Data Quality Assessments (DQAs) and USAID supply chain and pharmaceutical management assessment tools such as NSCA, EUV, SCISMM, and PSS Insight Tool.
- Strong technical skills in using data visualization platforms, dashboards, and analytical tools to present performance insights effectively.
- Experience managing cross-sectoral or cross-award data systems, fostering collaboration among stakeholders, and promoting adaptive management practices.
- Exceptional communication and stakeholder engagement skills, with the ability to represent MEL interests in external forums and contribute to global discussions.
- Strong leadership and project management skills, including the ability to mentor teams, manage multiple priorities, and deliver high-quality results under tight deadlines.
