Joseph is a senior bridge engineer and project manager with over 22 years of experience in bridge design, rehabilitation and project delivery. His technical expertise spans structural design, accelerated bridge construction and historic bridge rehabilitation. At STV, Joseph has served in leadership roles including senior project manager, Texas structures manager and currently as Frisco office manager, where he oversees strategy, technical delivery and operations. He holds a Master of Science in Civil Engineering from Oklahoma State University and a Bachelor of Science in Civil Engineering from Pune University in India. STV selected for Hall County Judicial Complex expansion. March 25, 2026 STV has been selected to serve as the owner's representative for Hall County, Georgia's highly anticipated Judicial Complex expansion. The firm is partnering with Turner & Townsend Heery to deliver a modern, 372,000-square-foot courthouse housing Superior, State and Magistrate courts, along with additional court functions, a new parking deck and supporting judicial services. The selection further expands STV's presence in Georgia's municipal and judicial facilities market, building on recent collaborations with Turner & Townsend Heery on justice and public safety projects across the state. Other projects currently in development include the Norcross Public Safety Building, the Columbus Justice Center and the South Fulton Police Station and Fire Headquarters Building. Wabtec has announced that Sameer Gaur has been named as President of Global Freight Services. He will lead the company's global services franchise, overseeing the reliability and performance of locomotive fleets in more than 30 countries. His multi-dimensional perspective, Wabtec says, "will be instrumental as we streamline our operations and enhance our partnerships with customers around the globe." Prior to his current appointment, Gaur served as Group President for Global Transit Services based in Paris. In this capacity, he led international teams serving approximately 800 transit operators across 40 countries, "driving a robust growth strategy centered on innovation and best-in-class service." His leadership was instrumental in scaling the transit business in India and strengthening the North American transit vertical. With 29-year career spanning three continents, Gaur offers a comprehensive perspective on the rail industry. STV Selected to Lead Major I-81 Reconstruction in Luzerne County

STV selected to lead major I-81 reconstruction in Luzerne County. March 10, 2026 PHILADELPHIA, PA - STV today announced it will design the reconstruction of Interstate 81 (I-81) from Dorrance to Nuangola in Luzerne County. The Pennsylvania Department of Transportation's (PennDOT) District 4-0 selected STV to modernize the 5.5-mile stretch on one of northeastern Pennsylvania's most heavily traveled freight and commuter corridors, which carries more than 42,200 vehicles per day and serves as a critical north-south link to upstate New York, New England states and Canada. The project will reduce congestion, improve highway geometry and address mobility issues throughout the I-81 corridor from Dorrance to Nuangola townships. These improvements will enhance safety, support regional freight mobility and strengthen long-term system reliability. To advance these priorities, the team will: * Reconstruct deteriorated pavement along I-81; * Replace aging bridges and culverts; * Improve geometric alignments throughout the corridor; * Evaluate the need for upgraded truck parking at the I-81 southbound rest stop (MP 158). "I-81 is one of the Northeast's most important freight routes, carrying some of the region's highest truck volumes," said Michael Grantner, engineering director at STV. "We're designing a safer, more resilient highway that reduces crashes and congestion, supports economic growth and keeps freight and commuters moving for decades." To minimize disruption, STV's design maintains two lanes of traffic in each direction during construction using staged mainline reconstruction and temporary crossovers.
