Requirements
  • At least 8 years of experience in identity and access management, with deep coverage of authentication, authorization, federation, identity governance, and directory services.
  • Hands-on experience with at least one identity governance and administration platform, such as SailPoint, Saviynt, or Entra ID Governance; a workforce identity platform such as Entra ID or Okta; and a privileged access management solution.
  • Experience designing role-based access control and attribute-based access control models, entitlement catalogues, segregation-of-duties controls, and access certification or recertification programs.
  • Strong capability with federation and provisioning protocols, including Security Assertion Markup Language, OpenID Connect, OAuth 2.0, and System for Cross-domain Identity Management.
  • Proven scripting and automation ability using PowerShell, Graph API, and Python; infrastructure as code experience is an asset.
  • Experience governing external or business-to-business partner identity, including federation with partner identity providers, delegated administration, and lifecycle management and reviews for external users.
  • Experience in a regulated environment, preferably financial services, with audit and compliance fluency.
  • Ability to translate technical access risk into clear business and executive-level risk language.
  • Fluent English communication skills are required.
Responsibilities
  • Own and continuously evolve the enterprise identity and access management strategy, policies, and standards across authentication, authorization, lifecycle, and access governance, mapped to NIST Cybersecurity Framework 2.0, Canadian Investment Regulatory Organization requirements, the Personal Information Protection and Electronic Documents Act, and SOC/ITGC obligations.
  • Oversee end-to-end identity architecture across workforce single sign-on and multifactor authentication, identity governance and administration, privileged access management, directory and federation, and business-to-business partner identity.
  • Guide ongoing optimization of the identity and access management toolset, including Entra ID, Okta or Ping, SailPoint or Saviynt, and CyberArk.
  • Advance federation and provisioning patterns using Security Assertion Markup Language, OpenID Connect, OAuth 2.0, System for Cross-domain Identity Management, and FIDO2 within a Zero Trust model.
  • Drive continuous improvement of the joiner-mover-leaver lifecycle for internal users and the onboarding and offboarding experience for external partner firms and advisors.
  • Expand delegated administration, business-to-business federation, and least-privilege scoping through automated, auditable workflows.
  • Grow and improve the access review and recertification program across internal and external populations.
  • Refine the entitlement catalogue and segregation-of-duties controls and strengthen reporting to demonstrate who has access to what, why, and when it was last reviewed with audit-ready evidence.
  • Configure identity platforms, build connectors and application onboarding, and automate using PowerShell, Microsoft Graph, Python, and Terraform or Bicep.
  • Partner with Security and the Chief Information Security Officer, Technology Operations, application owners, and external partner firms to support audits and regulatory reviews.
  • Monitor adherence to change governance requirements, support the end-to-end lifecycle of standard, normal, and emergency changes, and escalate exceptions, risks, and control gaps as required.
