Requirements
  • A Bachelor of Science degree in Civil Engineering, Environmental Engineering, or a related engineering discipline is required.
  • At least 5 years of drinking water, water supply, or wastewater systems design experience is required.
  • The candidate must be a registered Professional Engineer, be working toward licensure within one year, or be able to obtain licensure by reciprocity.
  • The candidate must have proven writing skills for preparing technical memoranda, reports, proposals, contracts, and subconsultant scopes of work.
  • The candidate must have supervisory skills and a willingness to train junior staff.
  • The candidate must have experience coordinating the efforts of other disciplines and outside consultants.
  • The candidate must be able to interact effectively with clients.
  • The candidate must demonstrate leadership skills.
  • The candidate must have a valid driver's license and a clean driving record.
Responsibilities
  • Assist the Project Manager in planning, coordinating, and executing large and small projects.
  • Work within prescribed budgets and monitor performance weekly.
  • Develop and negotiate scopes, fees, and schedules with subconsultants under the Project Manager's guidance.
  • Develop technical solutions for complex projects by applying engineering knowledge and skills, and assist with all aspects of project scope execution.
  • Assist the Project Manager with project schedules and budgets by reporting progress and identifying work outside the contractual scope.
  • Work with Project Managers to gain project management experience and take responsibility for financial performance on assigned tasks or projects.
  • Serve as the technical lead for the discipline on complex projects and coordinate technical work among design disciplines, subcontractors, and subconsultants.
  • Supervise and train less experienced staff by providing daily guidance and checking their work and progress, and provide input for annual reviews.
  • Develop technical approaches, schedules, and fee estimates for proposals on large-scale or complex projects.
  • Maintain discipline quality control by reviewing designs and checking calculations, assumptions, and bases of design on complex projects.
  • Assist with and attend client meetings, including public hearings, and prepare and deliver oral presentations about project deliverables.
  • Lead construction administration tasks, including progress meetings, submittal reviews, meeting agendas and minutes, daily and weekly construction report reviews, payment applications, requests for information, change orders, coordination with Resident Project Representatives, project closeout, and construction schedule tracking.
  • Monitor quality of work, client satisfaction, and project profitability.
  • Review contract terms and conditions and professional liability matters, and advise the Project Manager of concerns.
  • Participate in approved external associations and professional conferences and present or author technical papers.
  • Identify potential claims by preparing documentation and reporting them to the Project Manager.
  • Manage a direct report when assigned, including workload management, time and expense approval, and career path development.
