Requirements
  • Knowledge of Department of Defense or other federal government contracting, the Federal Acquisition Regulation, and related terms and regulations.
  • Knowledge of government contracts, correspondence, reports, and records.
  • Knowledge of unions, collective bargaining agreements, and United States Department of Labor employment law, including the Fair Labor Standards Act.
  • Knowledge of United States Department of Labor regulations and terms, including the Davis-Bacon Act, McNamara-O'Hara Service Contract Act, and Fair Labor Standards Act.
  • A Bachelor's Degree from an accredited college or university.
  • A minimum of 10 years of experience working on and managing facility projects, construction projects, or engineering/design efforts.
  • A current valid state-issued driver's license with an acceptable driving record.
  • Ability to successfully pass contract-required background checks and drug testing.
  • United States citizenship.
  • Ability to use Microsoft Office programs, including Word, Excel, and PowerPoint, at an intermediate level.
  • Ability to obtain access to United States Government installations through the Defense Biometric Identification System.
  • Ability to complete mandated training requirements.
  • Ability to work onsite during normal business hours and report within one hour after notification when contract performance occurs outside normal duty hours.
  • Ability to work indoors and outdoors under temperature extremes, inclement weather, and workplace hazards.
  • Ability to use tools, equipment, chemicals, and standard office equipment required for the position.
  • Ability to perform the specified physical activities, occasionally lift or move up to 50 pounds using safe lifting procedures, and enter confined spaces.
Responsibilities
  • Act as the central point of contact with the Government for all work performed under the contract.
  • Lead operational aspects of the project, including cost, schedule, technical performance, personnel and subcontractor management, safety, and related operations.
  • Manage expectations and relationships with client senior management, company senior management, and project teams.
  • Negotiate and oversee the development, implementation, and reporting of performance metrics.
  • Continuously review program performance results and work with the client to address status, operational issues, and metrics in a timely manner.
  • Define and establish project organization and staffing requirements.
  • Identify project resources and oversee employee selection, hiring, and development.
  • Leverage corporate resources to improve service delivery.
  • Ensure work is executed according to company practices, client specifications, and applicable contract requirements.
  • Communicate with the corporate office regarding contract execution and performance, including safety, deliverables, personnel issues, staffing performance, task conflicts, contract scope, and financial matters.
  • Own the project's profit and loss.
  • Provide leadership, direction, and resources for contract performance, including safety, quality, cost productivity, compliance, timeliness, accuracy, and cooperation.
  • Establish and maintain a safety program in accordance with contract and corporate requirements.
  • Ensure business activities comply with corporate policies, procedures, contract requirements, applicable laws, regulations, and safety practices.
  • Perform personnel accountability and performance management, including personnel reviews, timesheet review, leave requests, counseling, coaching, disciplinary actions, and recognition for assigned staff.
  • Ensure compliance with company safety regulations and standard operating procedures.
  • Coordinate multiple projects simultaneously.
  • Perform other duties as assigned.
Desired Qualifications
  • At least 5 years of experience in project management at a major United States military installation is preferred.
  • Air Force experience is preferred.
