Requirements
  • A Bachelor's Degree in Business Administration or a related field is required.
  • At least 6 years of related work experience involving procurement activities, including subcontracting, is required.
  • Ability to lead and support Requests for Proposal and review meetings, contract pre-award meetings, final negotiations, and contract drafting and finalization.
  • Ability to perform risk analysis of Requests for Proposal, prepare mitigation strategies, provide input for pricing strategies, prepare formal contract correspondence, and ensure compliance with contract policies and procedures.
  • Knowledge of negotiating Firm Fixed-Price, Firm-Fixed-Price Level-of-Effort, Cost-Plus-Fixed-Fee, Term and Level-of-Effort, Time and Materials, Indefinite-Delivery Indefinite-Quantity, and Government-wide Acquisition Contracts.
  • Experience with Contractor Purchasing System Reviews, procurement policies, purchasing systems, and compliant subcontract file documentation.
  • Working knowledge of subcontract management, procurement concepts, Federal Acquisition Regulations, Defense Federal Acquisition Regulations, General Services Administration Acquisition Regulation, and Truth in Negotiations requirements.
  • Ability to counsel management, develop and communicate new concepts, organize and coordinate multiple work phases, and determine appropriate approaches at the task or project level.
  • Ability to communicate effectively in writing and orally and interact successfully at all levels of a matrix organization.
  • Ability to develop relationships throughout the organization and provide customer service.
  • Ability to coach, train, and mentor team members.

Responsibilities
  • Support the Subcontracts team managing Parsons Government Services Sector.
  • Provide subcontract support to the Infrastructure Solutions ES Construction Unit.
  • Serve as the primary subcontract administrator on assigned subcontracts and make internal and external presentations as required.
  • Observe applicable laws, regulations, and company obligations while conducting business on behalf of the company.
  • Build effective relationships with suppliers and internal and external customers.
  • Review and negotiate terms and conditions of nondisclosure and teaming agreements.
  • Prepare, analyze, and evaluate bids and proposals for construction-based subcontracts to ensure compliance with government requirements, company policy, and department procedures.
  • Perform comprehensive cost and price analysis of bids and proposals.
  • Administer Cost Plus, Firm Fixed-Price, Time and Materials, and Labor Hour subcontracts.
  • Develop supplier evaluation criteria, negotiate subcontract provisions, and support preparation of subcontract packages for review, approval, and supplier awards.
  • Support negotiations involving additions, deletions, and modifications to subcontracts.
  • Negotiate terms and conditions, pricing, milestones, and other applicable elements for equipment and services procurement.
  • Advise management on contractual rights and obligations and review and interpret contract terms and conditions.
  • Monitor regulatory changes and their impact on subcontracts.
  • Lead negotiations and modifications of standard and non-standard subcontracts.
  • Identify and resolve subcontract issues and develop solutions and recommendations for management.
  • Provide direction and training to assigned professional staff.
  • Create and maintain file documentation in accordance with Parsons and Contractor Purchasing System Review regulations.
  • Ensure all files comply with Parsons and Contractor Purchasing System Review requirements.
  • Perform the subcontractor setup process for new subcontractors, including documentation collection, submission, and approval tracking.
  • Perform other assigned or required duties.
Desired Qualifications
  • Experience negotiating and managing construction subcontract agreements supporting federal clients.
  • Knowledge and experience with Deltek Costpoint.
  • Familiarity with construction subcontract bonding, Davis-Bacon requirements, certified payroll, and construction subcontract billing.

Anduril is unhappy that it did not land spots in both portions of a $1.5 billion Homeland Security Department contract for counter-unmanned aircraft systems. The company won a position as one of the comprehensive service providers in track two, but did not receive an award in track one for hardware/software and ancillary services. Anduril is challenging DHS' evaluation of its proposal and argues that it should have received awards for both tracks of the five-year C-UAS vehicle, awarded earlier this month. Track one winners are BAE Systems, CACI International, Dedreone Defense, D-Fend Solutions, EMS Defense Technologies, Fortem Technologies and Leidos. Anduril's competitors in track two are Astrion, BAE, Booz Allen Hamilton, General Dynamics IT, Leidos and Parsons Corp. DHS received 57 offers for track one and 47 for track two. Bidders could pursue both tracks if they wanted to. Anduril filed its protest on Aug. 12. A Government Accountability Office decision is due by Nov. 20.

Parsons shares plunge 35% after missing revenue estimates by $30B

Pomerantz Law Firm is investigating potential securities fraud claims against Parsons Corporation and certain officers or directors on behalf of investors. The investigation follows Parsons' 29 July 2026 second-quarter financial results, which showed revenue of approximately $1.58 billion, missing consensus estimates by $30 billion. The company also lowered its full-year revenue guidance from $6.5 billion–$6.8 billion to $6.2 billion–$6.5 billion, and sharply reduced its adjusted EBITDA and cash flow guidance. During an earnings call, Parsons disclosed it had divested certain contracts and exited two programmes facing staffing, supply chain and management challenges. Following the announcement, Parsons' share price fell $21.71, or 35%, closing at $40.32 on 29 July 2026. Affected investors are being advised to contact the law firm.
