Requirements

Ability to undergo a background investigation by the U.S. Government and meet eligibility requirements for suitability
Experience working for an organization related to supporting international development and humanitarian assistance programs
Experience leading cross-functional teams in a dynamic environment, fostering mutual understanding, and presenting findings to a variety of audiences
Knowledge of automated configuration management, continuous integration/deployment, and continuous monitoring solutions
Ability to evaluate complex data and computer systems to find inefficiencies, analyze, weaknesses, or security threats
Experience performing root cause analysis on internal and external data and processes to answer specific business questions and identify opportunities for improvement
Proficient at working with a team to build processes supporting data transformation, data structures, metadata, dependency and workload management
Experience with AWS including EMR, EC2, RDS, ELB, and Lambda
Experience with infrastructure as code technologies such as Cloud Formation or Terraform

Demonstrated ability to troubleshoot and resolve build and deployment failures in CI/CD pipelines

We are looking for a candidate with a graduate degree in a technology field and 10+ years of experience in a combination of Data Engineer, Cloud Engineer, or Cybersecurity Engineer roles, or a commensurate combination of education and experience

Responsibilities

Serve as a primary technical point of contact for a medium to large data program
Oversee the implementation of transformational cloud enhancements, in collaboration with multi-contractor teams
Research and experiment with new technologies and implement them to help improve systems and processes
Supervise the maintenance of existing infrastructure for production servers, data analysis pipelines, and analytics tool sets
Implement production and testing infrastructure using infrastructure as code
Evaluate existing CI/CD pipelines and improve their scalability, stability, security, and efficiency
Help improve builds and deployments to move away from custom tools towards industry standard tooling and technologies
Continuously monitor all aspects of technical contract activities and recommend adjustments when necessary
Architect overall systems using prototyping and proof of concepts
Collect requirements to create and maintain optimal data pipeline architectures
Identify, design, and implement internal process improvements: automating manual processes, optimizing data delivery, re-designing infrastructure for greater scalability, etc
Supervise the building of infrastructure required for optimal ELT of data from a wide variety of data sources using SQL and 'big data' technologies
Communicate with a wide range of digital delivery disciplines and talent
Work with data and analytics experts to strive for greater functionality in data systems

Location

This role has the ability to work remotely within the United States. You must be legally authorized to work in the USA. Bixal does not provide visa sponsorship.

What will you do?

We are looking for an experienced Cloud Engineering Manager to join our growing team of experts. Bixal builds and maintains the foundational systems that support data scientists, analysts, researchers and policy makers at Federal agencies. Our teams are responsible for the architecture, deployment and maintenance of core infrastructure components in the cloud. We strive to build automated, resilient, scalable and secure systems to help enable users to do their best work with minimal disruptions.

The Cloud Engineering Manager will lead systems architects, database architects and data analysts on complex projects and programs. They will supervise medium to large teams, focusing priorities and ensuring progress along an agreed project roadmap. The Cloud Engineering Manager will be responsible for maintaining strategic alignment of technical design and architecture to meet business growth and directions. They must have a thorough understanding of the unique needs of foreign assistance data programs. They will be highly capable at managing technical teams as well as maintaining excellent customer communication. They must be self-directed and comfortable collecting requirements from multiple teams and systems, as well as coordinating the progress of multiple teams toward desired outcomes. This role will positively impact millions of people by infusing their knowledge into foreign assistance data processes. The ideal candidate is an experienced engineer who enjoys optimizing data systems, while understanding the flow from ingestion points to delivery to various statistical and analytics packages.
