Job Description:
This is a 24 months Interim Fixed Term Contract
Hiring Range: $130,000 - $160,000
PURPOSE OF POSITION
The Organizational Change Management Advisor plays a key role in driving enterprise transformation at FSRA, ensuring change initiatives are delivered through principles‑based outcomes aligned with our commitment to agility, innovation, and regulatory excellence.
This role focuses on embedding change leadership across programs to build organizational adaptability and resilience, while leading the design, integration, and oversight of enterprise change strategies for FSRA Forward. Working closely with executive leaders, internal teams, and delivery partners, the OCM Advisor ensures change is meaningfully embedded in organizational priorities and that strategy, vendor delivery, and internal execution come together to deliver measurable business value.
KEY RESPONSIBILITIES
As the Organizational Change Management Advisor this position plays a key role in driving enterprise transformation in the following areas:
Strategic Change Leadership
Define and champion FSRA’s change principles aligned to values and strategy.
Own the enterprise change strategy across regulatory, operational, and transformation priorities.
Advise senior leaders on readiness, risk, and stakeholder alignment.
Drive outcome-focused change, including adoption, capability, and cultural alignment.
Vendor Oversight & Alignment
Lead alignment with Deloitte’s OCM team to ensure fit with FSRA priorities and context.
Review and validate vendor change strategies and deliverables.
Ensure solutions are practical, integrated, and workforce ready.
Escalate risks where approaches fall short of enterprise needs or outcomes.
Principles-Based Outcomes
Define and monitor change success metrics (e.g. adoption, capability, performance).
Oversee readiness, adoption, and resistance insights to inform course correction.
Guide impact assessments to support decision-making and programme priorities.
Embed continuous improvement through actionable insights.
Enterprise Integration & Collaboration
Embed change into governance, program planning, and executive decisions.
Align change strategy with technical delivery and business transformation.
Influence workforce planning and organization design for sustainable adoption.
Translate risks and insights into clear executive recommendations.
Engagement & Enablement
Set direction for executive communications that clearly articulate the case for change.
Oversee enterprise engagement mechanisms (e.g. leadership forums, change networks).
Guide learning and capability-building strategies to support adoption.
Ensure alignment across change, target operating models, and solution adoption.
QUALIFICATIONS
Education and Experience:
7+ years of experience leading organizational change in complex, regulated environments
Change Management Certification or equivalent credential, an asset
Experience delivering change strategies in public sector or regulatory environments, an asset
Knowledge and Skills
Proven track record of delivering principles-based, outcome-driven change strategies
Expertise in change management frameworks (e.g., Prosci, ADKAR) and ability to tailor them to enterprise needs
Strong executive presence and ability to influence at all levels
Capable of leading and facilitating design workshops with vendors and internal teams
Advanced skills in data-driven change measurement and reporting
Proficiency with Microsoft 365 tools and collaborative project workspaces (SharePoint, Teams, etc.)
Ability to manage complex dependencies across people, processes, and technology in transformations
Experience operating in ambiguity, influencing without authority, and maintaining delivery discipline across long transformations
2 full lifecycle transformations in a unionized environment are preferred
Familiarity with large-scale transformation programs involving CRM or licensing platforms (e.g., Dynamics 365), an asset.
