Team/Role Overview
The goal of the Operations Line Control Oversight team is to develop and maintain a comprehensive process to proactively identify and reduce operational risk. As a senior member of the Regulatory Operations Line Control team, the incumbent will be responsible for developing and maintaining comprehensive processes to identify and reduce operational risk; their main focus will be on the Global Operations Regulatory Control team. Risk areas include but are not limited to BAU Operational process, Regulatory requirements, Internal Policy adherence, New Business initiatives, Issue & Corrective Action Plan Management and Internal & External Audit exam participation. Partnering with operations line staff, this role will be responsible for assisting in the proactive management of operating risk and remediation of control issues. This requires co-ordination across numerous internal operations teams, as well as various other support and control groups within the 2nd and 3rd lines of defense within the organization.
The individual must have an in-depth understanding of Operational Risk management and a good understanding of the financial industry and Regulatory landscape. Excellent communication skills are a must in order to articulate internally issues, action plans, etc., often at a senior level.
What you’ll do
- Point of contact for Regulatory Operations staff for Control related activities Overseeing and coordinating Regional Control related initiatives in partnership with Senior Operations officers.
- Proactive review of global Regulatory Operations related processes and reporting.
- Participate in evaluating critical; Strategic and Tactical Change; Policy and Process updates; Regulatory requirements etc.
- Work closely with the business, as well as Operational Risk Management (ORM), Compliance, Internal Audit, Legal, Operations and other cross functional partners to assess and strengthen the control environment.
- Management and oversight of Corrective Action Plans (CAPs) ensuring Issues are sufficiently remediated.
- Escalate, manage and report control issues with transparency.
- Complete detailed reviews of Operational Risk Events ensuring lessons learned are shared across applicable business lines.
- Responsible that adequate governance and training are in place to support management of Risk profiles.
- Assess the risks associated with New Activities and changes to the Business, ensuring these are well understood and adequately controlled (if applicable).
- Support operational risk scenario analysis and stress testing for Operational Risk Capital requirements.
- Take ownership of risk and control assessments or coordination for programs within various risk stripes and ensure sufficient subject matter expertise exists to enable management of these risks within the Business (e.g. third party, fraud, sanctions etc) (if applicable).
- Take ownership to ensure that risk and control responsibilities and accountabilities are embedded within FLUs, including providing training and leading by example.
- Guide and influence standards and procedures that conform to enterprise requirements and support sound operational and compliance risk management.
- Apply knowledge of the business, products or services to identify and implement control points and processes throughout the business.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
- Timeliness, accuracy and completeness of the MCA through controls prior to the execution of a process (QC).
- Assess adherence to the MCA Standard through controls after the execution of a process (QA).
- Exercise control over Operational and Compliance Risk in accordance with established Policy requirements.
- Identify, assess, escalate, and manage risk exposures across Risk Categories (Operational Compliance, Strategic, Reputational, etc), including material, emerging and concentration risks in accordance with enterprise Policies and the establishment of Key Indicators to monitor risk exposures.
- Assess Risk Appetite and monitor / assess exposures against this in accordance with enterprise requirements (if applicable).
- Take ownership to identify, assess, record and response to Operational and Compliance Risk events, ensuring these are captured accurately, timely and in accordance with requirements
Qualifications:
- 10+ years of experience
- Bachelor’s/University degree
- Significant experience in Operational Processing/ Risk/Compliance/Audit or other risk and control disciplines.
- Experience in Regulatory Reporting a plus.
- Willingness to question/challenge existing processes and ensure a satisfactory outcome.
- Teamwork skills in working with diverse Line Control officers across region.
- Guide and influence governance and the facilitation of the execution of the Manager Control Assessment (MCA, i.e.. Risk & Control Self-Assessment) as required by the MCA Standard including the assessment and appropriate approval of risk associated with business changes.
- Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary.

Primary Location Full Time Salary Range:
$130,880.00 - $196,320.00
