Requirements
  • The candidate must have 8+ years of experience in project scheduling, planning, or operations in infrastructure repair, construction, utilities, or a related field.
  • The candidate must have experience managing complex, multi-project portfolios at an enterprise scale.
  • The candidate must have experience in change management.
  • The candidate must be proficient in scheduling software and able to evaluate and adopt new planning tools.
  • The candidate must understand resource planning across union and non-union craft labor, equipment, subcontractors, and materials.
  • The candidate must have experience developing key performance indicators, dashboards, and financial impact reports tied to schedule performance.
  • The candidate must have strong facilitation and cross-functional communication skills.
Responsibilities
  • Receive project handoffs from Sales via project managers and translate scope, specifications, and commitments into fully resourced master schedules.
  • Plan and allocate materials, equipment, manpower, and subcontractors required for project execution.
  • Manage scheduling across repeating, high-volume production work and complex, one-off project execution.
  • Target non-urgent projects for a stable start date one month before execution and lock schedules two weeks before mobilization.
  • Maintain a portfolio view of active and upcoming projects with real-time awareness of resource constraints and interdependencies.
  • Develop and maintain a pre-qualified bench of flex material vendors, equipment providers, manpower, and subcontractors for schedule recovery.
  • Deploy flex resources when schedules slip because of delays, change orders, or emergency work insertions.
  • Ensure emergency projects can be mobilized rapidly without disrupting committed planned work.
  • Maintain escalation protocols and pre-negotiated terms with flex resources to minimize activation lead time.
  • Facilitate daily management-style standup meetings with Master Schedulers and Travel Services to align priorities and resolve execution conflicts.
  • Coordinate Procurement, Fleet, Warehouse, Scheduling, and Travel to ensure resource alignment across the portfolio.
  • Escalate schedule risks, resource gaps, and prioritization conflicts to the Vice President of Operational Excellence with options and recommendations.
  • Partner in designing and developing a dynamic scheduling and resource planning tool with real-time what-if scenarios and portfolio-wide resource optimization.
  • Define functional requirements for project phases, equipment specifications, craft manpower certifications and qualifications, subcontractor assignments, and material delivery plans.
  • Support development of a Gantt-style master view with project phase dependencies, resource assignments, and red/amber/green schedule status.
  • Serve as the primary subject matter expert and user advocate during tool development and deployment.
  • Develop and own the scheduling key performance indicator framework, including schedule adherence, schedule lock timing, resource utilization, and recovery rate.
  • Build and maintain financial impact reporting for delay penalties, demobilization and remobilization costs, expedite premiums, and lost productivity.
  • Track equipment utilization across the portfolio to maximize asset throughput and minimize idle time.
  • Produce executive-ready dashboards and reports for the Vice President of Operational Excellence.
  • Champion a Lean Building mindset by identifying and eliminating waste in scheduling and planning.
  • Focus improvement initiatives on enabling field crews to work productively without delays, rework, or resource gaps.
  • Lead root cause analysis on schedule failures and drive systemic fixes into standard planning processes.
  • Document and standardize scheduling best practices, templates, and playbooks.
Desired Qualifications
  • A bachelor's degree in Construction Management, Engineering, Operations, Business, or a related field.
  • Lean Six Sigma certification or demonstrated Lean and continuous improvement experience.
  • Experience in infrastructure repair, industrial field services, or construction environments.
  • Experience contributing to the design or implementation of enterprise planning and scheduling tools.
