Requirements
  • Bachelor’s degree in Instructional Design or Education preferred or equivalent experience.
  • 5 years in energy facilities, training and competency assurance processes, chemical processing, or similar facilities. A minimum of 2 years of progressive experience in a training department.
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
  • Experience in OSHA, EPA, FERC, DOT, and PHMSA rules and regulations required.
  • Strong working knowledge of Training & Competency System design.
  • Thorough understanding of regulatory training development and delivery within an operating environment preferable with FERC experience.
  • An acute sensitivity to safety issues in a hazardous environment.
  • Effective communicator at all levels of an organization with individuals and groups from different disciplines, industries and governmental agencies.
  • Organized and able to manage multiple projects.
  • Computer savvy including Microsoft Office Suite including Word, Excel, Access and PowerPoint.
Responsibilities
  • Accountable for the compliance and regulatory training administration and reporting for all personnel assigned to the facility.
  • Responsible for the annual budget to maintain training and competency requirements at the facility.
  • Oversee the facility LMS program to ensure effectiveness of training material and accurate representation of personnel in the system.
  • Manages the development and implementation of training and competency standards for Venture Global LNG to meet FERC & USCG requirements for Operations and Maintenance staff.
  • Responsible for daily activities of the Training Department at the Plaquemines LNG Facility.
  • Accountable for the management of the Competency Assurance Program at the facility, to maintain and provide improvement opportunities for the program.
  • Provide local training and support through active interactions with local stakeholders before, during, and after commissioning and start up.
  • Evaluate and deliver CBT and instructor led training for all HSSE and Regulatory training materials to plant personnel on a variety of subjects and procedures.
  • Assist in developing HSSE training courses and programs to meet or exceed regulatory requirements, best practices and established standards.
  • Accountable for the effectiveness of training and programs at the facility.
  • Responsible for the collection and sharing of competency key performance indicators and work with local management to ensure regulatory, quality and internal standards are met.
  • Administer regular audits and verification of training activities, materials and records, to ensure overall program effectiveness, adherence to relevant standards.
  • Supervise development and implementation of ‘Gap’ closure action plans.
