Requirements
  • Have strong leadership and problem-solving skills to assist with the daily operation of the program office. The DATA Services/Sustainment Engineer continually works with team members of all levels, so strongly developed written and verbal communication skills are crucial.
  • Take the necessary steps to overcome problems the program office faces. An effective Sustainment Engineer must possess confidence to take initiative and make decisions each day that can impact the program office’s daily operations. They must have extensive knowledge on how the program office functions, so it is best if the SSE holds years of experience working in the submarine community.
  • Have a current or active DoD Secret security clearance.
  • Have a Bachelor’s degree
  • An associate’s degree and 2 years of additional experience or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of bachelor’s degree.
  • Ten or more years of experience with Navy acquisition and Submarine Programs.
  • Have excellent written and oral communications skills.
  • Strong organizational and leadership skills.
  • Have the ability to multitask effectively.
  • Have the ability to pay attention to details and to work based on available data and not guesswork.
  • Have the ability to use the entire Microsoft Office Suite effectively, to include Word, Excel, PowerPoint and Access.
  • Have the ability to be flexible both in relation to job-specification and schedules.
  • Have the ability to solve problems.
  • Have experience as a project manager.
  • Up to 10% travel required
Responsibilities
  • Technical specification development for drawing format used for VA Class construction drawings.
  • Develop new submarine Ship Drawing Index format to support new VA drawing formats and drawing metadata.
  • Coordinate with VIRGINIA Class maintenance activities to assess baseline capabilities and identify new capabilities required to support ships using model-based drawings.
  • Coordinate with Electric Boat and PMS397 for development of user guides, training materials, etc., to allow for efficient use/consumption of ship’s model data.
  • IPDE process/product integration risk management.
  • Sharing lessons learned from adoption and use of product data systems and model-based definition with SSN(X) program.
  • Diminishing Manufacturing Sources and Material Shortages (DMSMS) to include obsolescence: This program works with EB, Keyport, PMS450, and PMS392 to identify, track, develop resolutions, and continuously update key stakeholders on obsolescence cases. Experience in supply, provisioning process for both EB and Navy, and program office funding is highly desired. Many of the cases require the candidate to take the lead on pushing these cases through many roadblocks. Access to one touch, CDMDOA, haystack and other supply related programs needed.
  • Change Management Team (CMT): This program works with EB, PMS450, PMS392, TYCOMS, SUPSHIPs, and a few other organizations to identify, track, and continuously pursue pushing the various Virginia Class design changes to closure. Experience in the EB and PMS450 process of design changes and Configuration management highly desired. The candidate will be required to work with all of the PMS450 groups in various meetings, emails, phone calls, and face-to-face interactions to identify cases that need to be brought into the CMT and communicated to PMS392 for potential back fits.
  • Sustainment Risk: This program works with EB and PMS450 to identify any risks that need to be assessed for Virginia Class NEWCON. The candidate must have a risk assessment background. The candidate will be required to develop risk matrices with all of the grading criteria and impact statements. They would work closely with PMS450 and EB to identify and track any risks to include communicating results to PMS392 as the hull goes in-service.
  • Integrated Product Data Environment (IPDE): This program works with EB, PMS450, PMS397, and PMS392 to develop JT+PDF drawings for Virginia Class VPM. We ensure that the drawings being delivered by EB meet the requirements for Shipboard and Shipyard support. The candidate should have a vast knowledge in the EB drawings development process and be able to understand electronic drawings.
  • Model Based Product Support (MBPS): this program works with various organizations as the new “one stop shopping” MBPS program goes live. Candidate must understand what TEAMSUB desires are for configuration data, Tech manuals, and other logistic products and how the MBPS program will deliver these products.
Desired Qualifications
  • A Masters degree is preferred.
  • Working knowledge of VIRGINIA Class submarine layout and processes.
  • Subject Matter Expertise (SME) for submarine enterprise data systems for 3D model data, engineering drawings, configuration management, and maintenance planning & execution.
  • Active NNPI account and CAC.
  • Experience leading a project and interfacing with an end item customer.
  • Knowledge of program management, including the acquisition process, the budgeting process and Navy program execution.
  • Active-Duty experience in the submarine arena preferred.
  • Recent experience in Team Submarine would be ideal.
