Requirements
  • Bachelor’s degree in finance, business administration, accounting, or other closely related field; Master’s degree preferred.
  • Minimum of 12 years of progressively responsible experience in project financial operations and management, including 5 specifically on USAID contracts.
  • Demonstrated experience tracking and managing cost-related performance indicators.
  • Demonstrated ability to develop and implement strategically tailored financial systems and processes, to manage adaptively.
  • In-depth knowledge of and ability to manage USAID financial reporting and compliance requirements.
Responsibilities
  • Establish a finance and accounting system that ensures compliance with USAID financial and accounting rules and regulations and contract terms.
  • Establish and maintain financial and cost records for all task orders and modifications to existing task orders.
  • Respond to client requests for financial and cost records of task orders with a one-week turnaround time.
  • Under minimal direction, develop and oversee a comprehensive budget for project operations and work with project management team to ensure the budget is adhered to.
  • Ensure appropriate financial management/reporting and payroll structure function to ensure timely payments to technical advisors.
  • Ensure fair and reasonable salaries when hiring staff – conducting extensive market research and looking at equity across positions with similar scopes.
  • In collaboration with leadership, lead project financial reporting ensuring timely submission of Quarterly Financial Reports detailing activity commitments, obligations, disbursements, balances by cost-reimbursable line item, etc.
  • Create and maintain tracking tools and processes for project management of complex assignments and recruiting actions.
  • Direct the day-to-day work activities of all financial management components, ensuring overall cost-control and cost-effectiveness of the contract.
  • Partner closely with leadership to develop new processes to ensure the adaptiveness of the financial systems to project needs.
  • Proactively identify and assess any financial risks and work collaboratively with leadership to identify mitigants.
  • Advise on metrics used to monitor the financial management of the contract.
