Requirements
  • Three to ten years of relevant experience for the mid-level labor category, with a Bachelor's or Master's degree compliant with General Services Administration standards.
  • At least ten years of relevant experience for the senior labor category, with a Master's degree compliant with General Services Administration standards.
  • Demonstrated experience across the full lifecycle of Department of War or intelligence community acquisitions.
  • Experience developing acquisition documentation, including Statements of Work and Performance Work Statements.
  • Experience monitoring program cost, risk, schedule, and performance from an acquisition perspective.
  • Experience working in a Department of War or intelligence community agency providing total lifecycle acquisition management for information technology or services contracts.
  • Experience writing complex requirements documents, including Statements of Work and Performance Work Statements.
  • Experience leading or conducting and documenting technical evaluations of contractor proposals.
Responsibilities
  • Lead validation of program requirements to ensure they are complete, well-defined, and within the scope of the intended contract vehicle.
  • Manage development of complete procurement packages, including acquisition schedules, financial plans, Statements of Work, and Section L and M evaluation criteria.
  • Lead technical evaluation of contractor proposals, document evaluation board findings, and provide data-driven recommendations to the program manager.
  • Monitor execution of all contractual requirements, identify potential performance issues, and recommend corrective actions.
  • Serve as the primary author for the most complex contractual requirements documents, including Statements of Work and Performance Work Statements.
Desired Qualifications
  • ITIL certification for IT service management.
  • DAWIA Level II or III certification in Program Management or Contracting.
  • Direct experience with the National Geospatial-Intelligence Agency requirements process and acquiring information technology infrastructure services.
  • Ability to perform assigned duties and learn federal acquisition procedures with general supervision.
  • Experience in government source selection procedures, task order management, and processing change proposals.
  • Experience with systems engineering processes, particularly requirements analysis and decomposition.
