Requirements
  • At least 10 years of operational experience deploying and employing United States Navy forces at the operational level as a Surface Warfare Officer.
  • At least eight years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level, with operational force employment experience.
  • Detailed and functional knowledge of the Marine Corps and joint or combined planning process, and United States Navy and joint doctrine related to Maritime Maneuver.
  • Senior staff planning experience in the Joint Operations Planning Process and/or the United States Navy Planning Process supporting a Fleet or Joint Force Maritime Component Commander.
  • Experience writing orders in accordance with CJCSM 3130.03A, Planning and Execution Formats and Guidance, and NATO order format.
  • Experience conducting tactical and operational-level planning at the conceptual, functional, and detailed levels for service and functional component organizations and joint headquarters.
  • Understanding of emerging concepts in strike and information warfare activities.
  • Completion of Intermediate and Senior Service School.
  • Knowledge of command-and-control processes related to Maritime Maneuver.
  • Must be a United States citizen.
  • Eligible for a Top Secret/SCI security clearance.
Responsibilities
  • Research operational concepts and plans, analyze Maritime Maneuver processes, and determine information-exchange requirements and requirements for joint subject-matter expertise to support training.
  • Support all phases of the Joint Exercise Life Cycle and contribute to force generation and operational force readiness by building supporting scenario products, role-playing higher and adjacent headquarters naval and maritime operations staff personnel, and leveraging Navy relationships during the transition to naval-integrated Marine Expeditionary Force exercises.
  • Support efforts to enhance the planning and integration of maritime operational planning capabilities in planning practical application and other MSTP exercises.
  • Produce exercise planning products, including Combatant Command, Joint Task Force, and Fleet-level operation orders; directly engage Marine Expeditionary Force and Marine Expeditionary Brigade training audiences to capture training objectives and incorporate them into exercise scenarios.
  • Lead the development of scripted, scenario-based, force-level and joint-level maritime maneuver events as part of the Master Scenario Events List to generate training-audience activity.
  • Lead a Maneuver Working Group as part of an exercise design team at exercise planning conferences to design the scope and method of training and translate training objectives into observable and measurable Maritime Maneuver training activities.
  • Advise active-duty and reserve officers at a simulated higher and adjacent headquarters staff on executing planned exercise events to ensure that training objectives are met.
  • Adjust work hours as necessary to support extended hours and 12- to 24-hour continuous operations during events.
  • Perform the role of an Observer, Trainer, Collector to support other MSTP branches when required.
  • Conduct tactical and operational planning at conceptual, functional, and detailed levels for service and functional component organizations and joint headquarters organizations.
  • Research existing and emerging operational concepts and plans and conduct data analysis.
  • Plan and prepare lesson plans and seminars, provide instruction, and conduct event analysis on naval and joint or combined operations and doctrine for field-grade and general officers.
  • Participate in and conduct reviews and structured walkthroughs of events, operation orders and plans, and information-collection requirements.
  • Review orders, briefs, and documents to support event exercise design, scenario development, and higher and adjacent headquarters functions.
  • Review and provide comments on Marine Corps and joint doctrine documents, best practices, and tactics, techniques, and procedures not covered by doctrine.
Desired Qualifications
  • Direct participation in real-world operations.
  • Recent active-duty experience within five years as a Surface Warfare Officer at the Numbered Fleet or Joint Force Maritime Component Commander level or higher.
  • An advanced degree or equivalent with 15 or more years of directly relevant experience.
  • Familiarity with developing events to support a Master Scenario Events List.
  • Proficiency using Microsoft Word, Microsoft Excel, Adobe, and Microsoft Outlook.
  • Strong verbal, written, interpersonal, communication, and presentation skills.
