Requirements
  • A bachelor's degree in business or a related field is desired.
  • Three to five years of experience in procurement and/or subcontract administration, or five or more years of experience in the absence of a bachelor's degree.
  • Experience negotiating terms and conditions, particularly for software licenses or subscriptions and software/hardware product support and maintenance.
  • Ability to interface with all levels of management.
  • Excellent written and oral communication skills.
  • Proficiency with Microsoft Word and Microsoft Excel.
  • Ability to work flexibly and independently or collaboratively in a fast-paced environment.
  • Experience with Deltek Costpoint.
Responsibilities
  • Manage the full procurement lifecycle for indirect materials and services, from requisition through purchase order placement, delivery, and closeout.
  • Develop compliant and comprehensive Requests for Proposals and/or Requests for Quotations.
  • Negotiate pricing, terms, and conditions to achieve best value in cost, quality, delivery, and risk.
  • Prepare and maintain procurement documentation, including sole-source or single-source justifications, price/cost analyses, and negotiation summaries.
  • Support internal and external audits by providing accurate and complete procurement records.
  • Develop, negotiate, award, and expedite purchase orders of varying value for short-duration services and tangible goods in accordance with company policy.
  • Identify, qualify, and maintain a competitive supplier base for a variety of indirect categories.
  • Assist in the receipt and tracking of company-procured property and materials.
  • Monitor supplier performance, including on-time delivery, quality, and responsiveness, and support corrective actions when needed.
  • Assess supplier and contract risks for indirect categories and propose mitigation strategies.
  • Ensure appropriate procurement vehicles are in place, including service-level agreements, blanket purchasing agreements, long-term purchasing agreements, and performance metrics.
  • Work as an integral cross-functional team member across operational, programmatic, financial, and contractual groups.
  • Establish and foster collaborative internal and external customer relations and act as a liaison with subcontractors, suppliers, and vendors.
Desired Qualifications
  • Some level of experience with Federal Acquisition Regulations and the Defense Federal Acquisition Regulation Supplement.
  • Proficiency with enterprise resource planning/material requirements planning systems and e-procurement tools.
  • Experience with inventory and property management and administration.

SPA taps Raj Badhwar as CIO. On January 28, Systems Planning & Analysis (SPA) announced that Raj Badhwar has joined the company as chief information officer (CIO). Badhwar serves on SPA's executive leadership team and reports to Chief Executive Officer Rich Sawchak. As CIO, Badhwar leads SPA's enterprise information technology (IT) organization, including digital strategy, architecture, engineering, operations, data management, and business intelligence.
