Requirements
  • Degree-qualified in Quantity Surveying, Commercial Management, Engineering, Law or a related discipline or equivalent professional experience.
  • Membership of a relevant professional body (e.g. RICS, CICES, CIOB).
  • Substantial experience (typically 12+ years) in a senior commercial role within engineering consultancy, infrastructure delivery or construction.
  • Demonstrable expertise in contract administration (NEC and other standard forms), including variation/claim/compensation event management and contractual dispute resolution.
  • Proven track record of leading commercial reporting functions, including cost-to-complete forecasting, earned value analysis and financial performance reporting.
  • Significant experience in supporting or leading bid strategy for multi-million euro/pound infrastructure tenders and framework agreements.
  • Hands-on experience of Oracle (or equivalent ERP platform) for project cost management, financial reporting, and WIP management.
  • Commercially literate with thorough understanding of revenue recognition, cash flow management and margin improvement strategies.
  • Strong analytical and numerical skills with a high degree of attention to detail in financial and contractual matters.
  • Exceptional written and verbal communication skills, with the ability to present complex commercial information clearly to a senior audience.
  • Confident negotiator, capable of managing difficult conversations with clients and supply chain partners to achieve commercially sound outcomes.
  • Collaborative leadership style, able to inspire and develop a commercial team while working across disciplinary boundaries with technical and project management colleagues.
  • Proactive, solutions-focused approach to risk identification and management.
  • Proficient in Microsoft Excel, Word and PowerPoint; experience with Oracle Project Costing or Oracle Fusion preferred.
Responsibilities
  • Provide commercial leadership across all UK&I service lines, acting as the senior point of escalation for commercial risk, opportunity and decision-making.
  • Develop, implement, and continually improve commercial policies, processes and governance frameworks.
  • Lead and oversee all contract administration across the project portfolio, ensuring full compliance with contractual obligations, early warning processes and variation/claim/compensation event procedures.
  • Review, negotiate, and Advise on contract terms at pre-award and post-award stages, identifying and mitigating commercial risks.
  • Ensure robust change management processes are in place, with all variations, claims and compensation events properly identified, assessed and notified in accordance with timescales.
  • Liaise with clients, legal advisers, and sub-consultants to resolve contractual disputes and achieve commercially beneficial outcomes.
  • Oversee cost management and commercial reporting across all live projects and programmes, ensuring accuracy, timeliness and alignment with client and internal requirements.
  • Develop and maintain project cost plans and forecasts, providing clear visibility of cost performance to the UK&I MD and senior leadership team.
  • Manage and report on the organisation's Work in Progress (WIP), revenue recognition, and debtor positions in accordance with accounting standards and business reporting cycles.
  • Utilise Oracle to manage and report project financials, cost allocations and commercial performance metrics, driving improvements in system usage and data quality.
  • Prepare and present monthly commercial reports to the SLT, including variance analysis, risk registers and cash flow forecasts.
  • Implement standardised cost reporting templates and processes across the business to ensure consistency and comparability of data.
  • Lead and co-ordinate the commercial elements of bid strategy development for major framework submissions, competitive tenders and direct appointments.
  • Review and challenge pricing models, margin assumptions, risk allowances and commercial terms at bid review stage, providing sign-off on submissions above agreed thresholds.
  • Support the identification and qualification of new market opportunities, ensuring commercial feasibility is assessed at an early stage.
  • Act as a senior commercial representative in client relationships, supporting account management and attending client meetings as required.
  • Build and maintain effective relationships with key clients, contractors, sub-consultants and supply chain partners.
  • Engage constructively with Tier 1 contractors and regulatory clients across water, energy, highways and rail sectors, understanding their commercial drivers.
Desired Qualifications
  • Experience across multiple UK infrastructure sectors (e.g. water, energy, highways, rail, utilities, telecoms).
  • Familiarity with regulated asset base (RAB) client environments and investment programme structures such as AMP8, RIIO-ED2 or CP7.
  • Experience of working within or alongside a business undergoing growth or diversification.
  • Exposure to Joint Ventures, Framework Management or Alliance contracting models.
