Requirements
  • A minimum of 5-7 years of Bank Secrecy Act, Anti-Money Laundering, and Office of Foreign Assets Control compliance experience in a community bank or similar environment is required.
  • Strong knowledge of the Bank Secrecy Act, USA PATRIOT Act, Office of Foreign Assets Control, Financial Crimes Enforcement Network, and Federal Financial Institutions Examination Council guidance is required.
  • Experience with Anti-Money Laundering monitoring systems such as Verafin and Bank Secrecy Act E-file is required.
  • The ability to work independently and manage multiple priorities is required.
  • Strong analytical, investigation, written, and verbal communication skills are required.
  • The ability to communicate and collaborate effectively with employees at all organizational levels, including frontline staff, management, and executive leadership, is required.
Responsibilities
  • Develop, implement, and administer the Bank Secrecy Act Compliance Program, Identity Theft Red Flag Program, and Fraud Prevention Program.
  • Investigate fraudulent or illegal activities perpetrated by customers or employees and ensure compliance with applicable laws.
  • Perform quality control reviews and monitoring for Bank Secrecy Act, USA PATRIOT Act, Anti-Money Laundering, Office of Foreign Assets Control, and Customer Identification Program compliance using industry-standard and regulatory-guidance sampling methods.
  • Ensure compliance with the Bank Secrecy Act, USA PATRIOT Act, Office of Foreign Assets Control, and other applicable laws and regulations.
  • Monitor, detect, and report suspicious activities by reviewing transaction reports, alerts, and exceptions.
  • Manage the effectiveness of the automated Anti-Money Laundering monitoring system and coordinate with vendors to maintain and optimize parameter settings.
  • Collaborate with the Compliance Officer to address examination findings and implement corrective actions.
  • Maintain and enforce Know Your Customer and Customer Identification Program policies and procedures.
  • Monitor new customer accounts for compliance with Customer Identification Program and Know Your Customer requirements.
  • Review and verify Customer Identification Program and Customer Due Diligence documents for new business accounts.
  • Conduct enhanced due diligence reviews and site visits for high-risk customers.
  • Investigate suspicious activities, determine reportability, and file Suspicious Activity Reports in accordance with regulatory requirements.
  • Escalate significant matters to law enforcement or regulatory agencies and recommend internal actions such as account closures.
  • Submit required regulatory filings, including Currency Transaction Reports and Designation of Exempt Person Reports.
  • Provide timely reporting of Suspicious Activity Reports and other Bank Secrecy Act information to the Compliance Officer and Board of Directors.
  • Develop and deliver annual Bank Secrecy Act/Anti-Money Laundering, Customer Identification Program, Know Your Customer, Office of Foreign Assets Control, and Identity Theft training programs for employees and new hires.
  • Provide guidance to branch and operations staff regarding Customer Identification Program and Know Your Customer compliance requirements.
  • Conduct and update annual Bank Secrecy Act/Anti-Money Laundering and Identity Theft Risk Assessments covering product, service, customer, and geographic risks.
  • Serve as liaison with federal and state examiners, auditors, and law enforcement agencies.
  • Escalate significant suspicious activity or compliance deficiencies to senior management or the Board of Directors.
  • Provide guidance to bank employees on Bank Secrecy Act/Anti-Money Laundering and fraud matters, including Customer Identification Program, Currency Transaction Reports, and suspicious-activity identification and escalation.
  • Maintain current knowledge of evolving Bank Secrecy Act/Anti-Money Laundering, Office of Foreign Assets Control, and regulatory requirements through training, webinars, seminars, and professional development.
  • Work in a standard office setting with prolonged sitting and computer use.
  • Occasionally lift or carry materials or equipment, move around the office, attend meetings, and travel, including occasional overnight trips.
Desired Qualifications
  • Prior experience serving as a Bank Secrecy Act Officer is strongly preferred.
  • Anti-Money Laundering certification is strongly preferred, such as ACAMS or CAFP.
