Requirements

Responsibilities
  • Manage, monitor, reconcile, and report on Federal and State Campus-Based Programs, Federal Pell, and various state aid programs.
  • Design, implement, and ensure the success of policies and processes used to deliver financial aid funds to students.
  • Ensure aid delivery conforms to applicable federal and state regulations and institutional policies while maintaining high-quality student service.
  • Supervise financial aid counselors and an administrative assistant for Federal and State Aid Programs.
  • Manage budgets and funding projections for federal and state need-based grants, monitor fund usage, and provide monthly reporting.
  • Support self-audits of high-risk compliance areas and manage annual federal and state reports and audits.
  • Advise and counsel full-time and part-time undergraduate students and families on financial aid availability, aid delivery, and fund reconciliation processes.
  • Review student applications, perform verification procedures, evaluate appeals, and intercede for students with participating departments.
  • Evaluate and respond to service escalations applicable to reporting staff.
  • Manage federal grant-program budgets, awarding policies and procedures, compliance, and reporting, including Pell and SEOG.
  • Collect and reconcile data required for the annual Fiscal Operations Report and Application to Participate.
  • Assist with training development and delivery for federal and state aid programs.
  • Monitor and reconcile more than $20 million annually in Pell Grant funding from awarding through disbursement and federal delivery.
  • Ensure eligible student awards are reported to the Federal Department of Education and corresponding funds are drawn down.
  • Manage state aid budgets, awarding policies and procedures, compliance, and reporting across Massachusetts, California, Vermont, Connecticut, Rhode Island, Pennsylvania, and other programs.
  • Ensure timely and accurate processing of aid reconciliation reports and manage relationships with state higher education agencies.
  • Provide monthly management reporting on fund usage, prior-year comparisons, and projected use.
  • Train Oakland staff and coordinate Oakland activities supporting California Student Aid Commission Grant administration and reporting.
  • Perform weekly reconciliation of awarded funds and processes, including Return to Title IV processing, anticipated versus disbursed aid, disbursement adjustments, and Federal G5 drawdowns versus disbursed aid.
  • Coordinate and provide data and reporting required for audits.
  • Assist with annual self-audits, evaluate and respond to external audits and official requests, and ensure compliance with federal and state regulations.
  • Monitor new and updated federal and state regulations, assist with updating policies and procedures, and support staff training.
  • Direct and supervise financial aid counselors and an administrative assistant.
  • Define areas of responsibility, monitor performance, coordinate personnel functions, administer personnel development, and resolve employee issues with Human Resources Management.
  • Train staff on Title IV regulations and university policies.
  • Counsel students and parents on financial aid processes, awarding, and financing options.
  • Explain financial aid processes and university billing procedures through appointments, email, correspondence, and telephone communication.
  • Provide conflict resolution with loan servicing centers, lenders, and federal processors.
  • Monitor satisfactory academic progress and administer federal, state, and university financial applications.
  • Perform federal needs analysis to determine eligibility, review student appeals, verify financial information under federal regulations, and implement university awarding guidelines.
  • Represent Student Financial Services at open houses, student meetings, workshops, and undergraduate and recruitment programs.

  • A master's degree is desired.
  • Experience with PowerFAIDS is preferred.
