Requirements
  • Twelve or more years in product management or product engineering leadership, including five or more years leading a product function at the vice president level or above.
  • Direct experience building software for health plans or risk-bearing provider organizations, including required Medicare Advantage experience.
  • Ownership of an enterprise platform through at least one full build and scale cycle, from concept to production use by paying customers.
  • Hands-on experience delivering machine learning or artificial intelligence features to production, including at least one agentic or large language model-based system operating in a regulated environment.
  • Working knowledge of Centers for Medicare & Medicaid Services requirements covering enrollment, encounter and claims data, Star Ratings, risk adjustment, appeals and grievances, and Model of Care.
  • Experience with Health Insurance Portability and Accountability Act requirements, protected health information handling, vendor security review, and audit readiness.
  • A record of shipping with a small team and a constrained budget.
  • A bachelor's degree or equivalent professional experience.
Responsibilities
  • Own the product vision for the Belong platform and turn it into a roadmap with clear sequencing, staffing, and delivery dates.
  • Decide where artificial intelligence changes how the platform works and where it does not, and support those decisions with evidence.
  • Make build, buy, and partner decisions, including decisions about core administrative processing systems and other vendor platforms.
  • Define how Belong packages and prices its platform for health plan partners.
  • Lead the design and delivery of artificial intelligence capabilities, including agentic systems, across care management, member and provider engagement, utilization management, claims and encounter workflows, and back-office operations.
  • Set standards for model selection, evaluation, monitoring, and human oversight, including measurable quality thresholds before artificial intelligence capabilities are used in regulated or member-facing work.
  • Work with security and compliance on data governance for protected health information used in artificial intelligence systems, including vendor review, business associate agreements, and audit trails.
  • Track the external market to determine what Belong should build, buy, or defer.
  • Own existing health plan systems for enrollment, care management, member and provider engagement, quality and Star Ratings reporting, risk adjustment support, and partner analytics.
  • Keep the platform current with Centers for Medicare & Medicaid Services requirements and Model of Care obligations in partnership with compliance and clinical leadership.
  • Lower the cost to serve each member while maintaining or improving service levels and audit performance.
  • Run planning, prioritization, and release management across product and engineering.
  • Set and report product metrics, including adoption, cycle time, defect rates, cost to serve, and partner satisfaction.
  • Manage vendor and platform relationships, including contract scope, service levels, and escalations.
  • Serve as the product voice in prospective partner diligence, finalist presentations, and contracting.
  • Translate partner requirements into roadmap decisions without fragmenting the platform into one-off builds.
  • Support board reporting and fundraising with a clear account of the technology's capabilities, costs, and returns.
  • Manage direct reports across product management, design, and technical leadership.
  • Hire, coach, and retain product managers, designers, and technical leads, and build a small senior team.
  • Partner with clinical, operations, actuarial, finance, and compliance leaders on shared goals and accountability.
  • Contribute to company strategy as a member of the senior leadership team.
Desired Qualifications
  • Experience at a Series B through Series D company, including work through financial constraint or restructuring.
  • Special Needs Plan experience, particularly Dual Eligible Special Needs Plan or Chronic Condition Special Needs Plan product design and operations.
  • Familiarity with core administrative processing systems.
  • Experience selling to or serving regional Blue Cross Blue Shield plans or provider-sponsored health plans.
  • Comfort working with ambiguity and making decisions before complete data is available.
  • Direct written and verbal communication, including raising problems early and in writing.
  • Credibility with clinicians, actuaries, and engineers in the same meeting.
  • Motivation to improve outcomes for members who are dually eligible or living with chronic conditions.
  • An advanced degree in a technical, clinical, or business field.

Medicare Shared Savings Program: Belong Health and SVMC. * April 9th, 2026 With the expiration of OneCare Vermont at the end of 2025, Southwestern Vermont Medical Center (SVMC) transitioned to a new partnership with Belong Health to participate in the Centers for Medicare and Medicaid Services Medicare Shared Savings Program (MSSP). Through MSSP, Medicare brings together providers in Accountable Care Organizations to offer eligible patients additional coordinated care and services to help them stay as healthy as possible. Below are some frequently asked questions about this partnership and its benefits to its patients. What is an ACO? An ACO, or "accountable care organization," is a team of doctors, hospitals and other healthcare providers who work together to coordinate care for patients. ACOs have agreed with Medicare to be accountable for care quality and cost. They were created to help patients have a better care experience. Is an ACO model new to SVMC? No, SVMC previously participated in an ACO through OneCare Vermont. With the closure of that program, SVMC partnered with Belong Health's ACO. All SVMC providers, practice sites and departments are part of the ACO. How will you benefit from SVMC's participation in an ACO? Southwestern Vermont Medical Center will help you get the right care at the right time. Healthcare can be confusing. Southwestern Vermont Medical Center has a care team who will work with you on your care. Its team may: * Help you know what care you need to have next. * Help you set up appointments. * Help increase access to healthcare providers, both in-person and online. * Make sure you only have the tests and appointments you need. * Connect you with local services or support you may need. * Make sure your medications are safe to take together. * Spot health problems before they become serious. * Answer any questions you have about your care. What changes to my health care should I expect to see as a member of the ACO? In addition to your regular health care providers, you may have access to care coordination services. Its care team will work with you to manage your health conditions and get the services you need. Team members may connect you with health care appointments and local resources as well. They can also help you understand and use your benefits. If I join the ACO, will I still be able to choose my health care providers, including specialists? Yes. You will still be able to see your primary care provider and other providers of your choice, including specialists. Joining the ACO will not restrict your physician network. The Medicare Shared Savings Program does not replace your Medicare or in any way change your Medicare benefits. You can choose or change your main doctor any time. Will joining the ACO cost me anything? There is no cost to you, your Medicare benefits will not change, and you can visit any health care provider or hospital that accepts Medicare. If I do not join the ACO, will I still be able to see my SVMC primary care provider? Yes. You will still be able to see your primary care provider, whether or not you join the ACO. What if I join the ACO and decide later that I do not want to participate anymore? What is the Medicare Shared Savings Program?
