Requirements
  • Bachelor's degree in Data Analytics, Information Systems, Computer Science, Statistics, or related field
  • 6+ years of experience in business intelligence development, data analytics, or reporting for enterprise systems
  • 5+ years of hands-on experience with Oracle OTBI, Oracle BI Publisher, or equivalent enterprise BI development tools (Tableau, Power BI, SAP BusinessObjects)
  • Proficiency in SQL with experience writing analytical queries against large-scale HR/HCM data models
  • Experience designing interactive dashboards with drill-down capabilities, parameterized filters, and dynamic visualizations
  • Knowledge of HR/workforce analytics metrics including headcount, attrition, time-to-fill, span of control, and workforce planning indicators
  • Experience developing accessible reports and data visualizations compliant with Section 508 or WCAG standards
  • Familiarity with Agile/SAFe development methodologies and iterative report development processes
  • Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)

Responsibilities
  • Design and develop Oracle Transactional Business Intelligence (OTBI) analyses and dashboards providing real-time workforce metrics across multiple federal agencies including headcount, vacancy rates, time-to-hire, turnover, and workforce demographics
  • Build Oracle BI Publisher (BIP) reports and templates for structured reporting needs including EHRI submissions, GHRR compliance reports, SF-113 workforce statistics, and agency-specific HR reporting requirements
  • Develop Oracle Analytics Cloud (OAC) dashboards and data visualizations for government executive leadership providing predictive analytics, trend analysis, and cross-agency comparative workforce insights
  • Design and implement HCM Extract configurations for bulk data extraction supporting downstream analytics, data warehouse feeds, and external reporting system integrations
  • Create org chart visualizations and interactive workforce exploration tools that enable managers and HR specialists to navigate organizational hierarchies and position structures across the federal enterprise
  • Build ad hoc reporting capabilities and self-service analytics interfaces that empower agency HR teams to create custom analyses without requiring developer support
  • Develop compliance reporting solutions for government-wide mandates including EEO/MD-715, FEVS workforce analysis, DEIA metrics, and human capital accountability frameworks
  • Ensure all reports, dashboards, and analytics outputs comply with Section 508/WCAG 2.1 AA accessibility standards including screen reader compatibility, keyboard navigation, and alternative text for data visualizations
  • Design data models and semantic layers within OTBI and OAC that provide consistent, governed definitions for key workforce metrics and HR performance indicators
  • Collaborate with functional consultants and government stakeholders to translate human capital analytics requirements (program functional requirements, A9) into technical report specifications and dashboard wireframes
  • Support agency transitions by configuring agency-specific reporting templates, migrating historical reporting baselines, and delivering analytics training to agency HR teams
  • Operate with significant independence to analyze and resolve complex functional and technical issues, applying advanced techniques and serving as a go-to technical resource and mentor for less experienced team members across the program
  • Lead small work efforts and technical initiatives within the assigned functional area, contributing to team strategy, conducting technical reviews of deliverables, and guiding junior consultants on Oracle Fusion Cloud HCM best practices and solution approaches
Desired Qualifications
  • 6+ years of BI development experience with specific experience on Oracle Fusion HCM analytics and reporting
  • Oracle Analytics Cloud certification or Oracle BI Publisher certification
  • Direct experience with federal HR analytics including EHRI reporting, GHRR submissions, or federal human capital accountability reporting
  • Experience with Oracle Fusion HCM data model and subject areas within OTBI
  • Proficiency with predictive analytics techniques and tools (R, Python, Oracle Analytics machine learning features) applied to workforce analytics use cases
  • Knowledge of the Human Capital Framework metrics, FEVS survey analytics, and DEIA workforce reporting requirements
  • Experience with Oracle HCM Extract for bulk data extraction and data warehouse loading
  • Experience with Oracle Cloud technologies including Oracle Integration Cloud (OIC) and/or Oracle Cloud Infrastructure (OCI) in enterprise HCM or ERP environments
