Requirements
  • A bachelor's degree in Public Administration, Business, Human Resources, Organizational Development, Adult Education, Staff Development, or a related field.
  • Six years of professional experience.
  • Ability to obtain a valid Florida Notary Public license, if not already held.
  • Experience with classification and compensation, including conducting salary surveys and assigning appropriate pay levels.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification is preferred.
  • Applicants must provide I-9 documents showing identity and authorization to work.
  • Applicants must provide a signed, physical U.S. Social Security Card.
Responsibilities
  • Assist with or lead compensation reviews to develop salary recommendations for new hires, promotions, and other job changes while ensuring equity and compliance with County policies and collective bargaining agreements.
  • Conduct job description reviews to determine proper classification alignment and recommend or support position reclassification.
  • Prepare reclassification request forms and assist the Manager or Director with collecting necessary approvals.
  • Assist with complex non-bargaining and bargaining job classification and pay studies.
  • Analyze and interpret salary survey data to develop compensation structures and program recommendations.
  • Assist in preparing job descriptions and physical demand forms.
  • Manage the job description database, including position information and submitted job description changes, for accuracy and classification-specification alignment.
  • Respond to agency requests for compensation and classification information.
  • Conduct job audits and prepare summaries for review by the Compensation and Classification Manager.
  • Complete special classification and compensation projects and assignments.
  • Train employees and serve as the subject matter expert for internal job offers, job changes, and onboarding submitted through the competitive recruitment process.
  • Review and update Smartsheet trackers used for onboarding, contingencies, summer camp, and pulled offers.
  • Provide daily oversight for payroll maintenance files.
  • Create and share the active temporary and seasonal report with the Data Management Manager for action.
  • Track employment authorization expirations, obtain updated work authorization documentation, reconcile records with E-Verify when necessary, and ensure compliance with employment eligibility requirements.
  • Run the quarterly expiration-dates report for worker IDs and reconcile upcoming expirations with the personal calendar.
  • Monitor and coordinate CDL hiring contingencies by reconciling tracking reports, communicating with Human Resources Business Partners, and ensuring required CDL physicals are completed.
  • Create and supply payroll files and supporting documentation for hires and job changes processed through the Workday Recruitment Module.
  • Monitor reports and oversee HR staff performing onboarding duties to ensure correct codes and dates are entered in Workday.
  • Assist with distributing paychecks.
Desired Qualifications
