Requirements
  • Bachelor's Degree in Engineering or closely related field
  • Experience and knowledge of engineering design
  • Seven or more years of experience in engineering, operations and/or project management
  • Experience achieving goals and developing employee/team strengths
  • Experience in use and function of applications such as: Microsoft Excel, Project, Access, Word, etc.
  • Experience researching and preparing project materials and design specifications, contracts, agreements, budgets, engineering studies, and other relevant reports, forms, and correspondence
  • Experience identifying, researching, understanding, evaluating, and prioritizing operational problems and coordinating appropriate action/response
  • Experience with and knowledge of pipelines or hydrocarbon processing and related facilities design, construction, operation, and maintenance
Responsibilities
  • Provide technical and/or engineering assistance on matters including but not limited to: Equipment/system design, Pipeline sizing and evaluation, Pipeline control, Pipeline facility design, construction, operation, and maintenance, Policies and procedures, Process Safety
  • Research, analyze, prepare and/or approve information including but not limited to: Engineering studies, Governmental rules, regulations, codes and standards, Pipeline and/or measurement system analyses and recommendations, Hydrocarbon processing and/or measurement bid proposals, Construction and/or measurement contracts, Cost estimates, Material specifications/selections
  • Make recommendations for improvements related to capacity, operating costs, and system operation
  • Participate in state and federal audits
  • Review and update training materials and provide training to operations team members on regulatory requirements and recordkeeping
  • Provide subject matter expertise in interpreting regulations for operations, maintenance, and emergency response process and procedure documents related to compliance with federal and state pipeline safety regulations
  • Develop and review operation, maintenance, and emergency response process and procedure documents related to compliance with federal and state pipeline safety regulations
  • Monitor and participate in the development and communication of processes and procedures that ensure consistency and compliance with state and/or federal pipeline safety regulations
  • Document proposed action, completion, and closure of action as well as upload associated documentation to proper records repository
  • Coordinate with various departments, in addition to outside contractors and auditors, to ensure that pressure testing requirements are met, such as: Maximum Allowable Operating Pressure (MAOP) and Maximum Operating Pressure (MOP) as required
  • Assist and/or lead pre-inspections to prepare for internal and external compliance inspections performed by company, state or federal regulatory personnel
  • Participate in cause map accident / incident review and development of action plans
  • Identify opportunities for improvement and develop and implement new processes as requested by management, with limited supervision
  • Anticipate changes in work demands and identify assignments or training to meet those demands
  • Oversee utilization of manpower and equipment resources
  • Assess, schedule, and prioritize projects on customer needs and value to the organization
  • May have oversight of employees engaged in field operations, construction and/or project management function
