What believers are saying

  • DOE awards still support $22 million funded backlog entering 2026.
  • Air Force SBEAS gives BlueWater a long-duration sales channel through 2029.
  • Tetra Tech ownership provides cross-sell into intelligence, defense, and civilian agencies.

What critics are saying

  • DOE OSSA ends September 19, 2026; losing recompete would remove $96.9 million revenue.
  • HigherGov shows no new 2025 contract wins, signaling pipeline weakness before the DOE rollover.
  • BlueWater depends on federal small-business vehicles and Tetra Tech integration, limiting standalone leverage.

What makes BlueWater Federal Solutions unique

  • Tetra Tech bought BlueWater in 2020, pairing niche federal IT with a larger parent.
  • BlueWater primes Air Force SBEAS, a mandated application-services vehicle through December 2029.
  • Its DOE OSSA work spans software, infrastructure, hosting, service desk, and IT management.
