The Program Engineer will be primarily responsible for proactively managing the overall relationship between strategic hyperscale data center clients and E2 Optics’ program engineering objectives. This position will manage engineering efforts and activities across national program projects impacting mission-critical infrastructure for respective clients’ data center portfolios. The Program Engineer leads engineering objectives for complex, multi-million-dollar new construction, and retrofit, hyperscale data center projects and is responsible for identifying program requirements, operational integrity, engaging with internal customers and supporting the program through the entire project life cycle. The Program Engineer will be tasked with developing scalable programs to support the organization’s strategic direction, as well as creating and managing long-term goals. The Program Engineer is also responsible for working with field Project Engineering operations for staffing the appropriate resources required to meet client expectations for fully functional systems, across multiple lines of business, and processes for delivering on budget and on time. The Program Engineer oversees the respective processes regarding initiation, planning, execution, monitoring and control, and project closing. The Program Engineer will be working in both new build construction and operational environments. Turnkey project implementation may include some or all E2 Optics solutions.
Core Duties & Responsibilities:

- Develops and enhances data center technical training, SOPs and work instructions to ensure compliance with customer quality plan and industry standards.
- Provides field and project engineering, quality control, contract administration, shop drawing review, submittals, scheduling, RFIs and related project support functions per contract.
- Manages change orders, including administration, pricing, submission, and tracking.
- Assists in establishing the construction plan and engineering methods per the project’s scope of work and project specifications.
- Provides certifiable training on various test equipment systems, processes and procedures.
- Establish methods by which all field testing is administered and develop various means utilizing best practices to monitor the quality of testing activities.
- Manages and coordinates closeout operations to include the review and validation of test reports, redlines and as-built drawings, warranties and other required project documentation per contracts.
- Coordinates and reviews drawings, submissions, specifications, changes and document control.
- Manages contracts including administration, defining the scope of work, answering inquiries, monitoring progress, tracking and manages the project closeout functions.
- Coordinates with the project and field management teams and field personnel to design temporary works, audits and inspections for cabling installations.
- Oversees Inventory control, monitoring and tracking of test equipment and resources.
- Oversees Inventory control, monitoring and tracking of label printing equipment and resources as well as label printing operations.
- Collaborate with the project team to create and define methods to improve project efficiencies in order to maintain and increase project profitability.
- Create the framework used to develop project metrics and manage the collection of data.
- Provides technical and regulatory compliance expertise and support throughout the organization.
- Drive continuous improvement activities and support Lean initiatives across the site to align with deployed corporate strategic goals.
- Travel: This position is generally expected to require minimal overnight travel (5%). The individual in this role should be able and willing to travel as required by E2.
Education:
- High School Diploma required
- Bachelor’s degree in Construction Sciences, Management or Engineering is preferred
- PMP certification preferred
- RCDD or DCDC certification is highly preferred
- BICSI Technician Certified preferred
- OSHA 10 required. OSHA 30 is preferred
- First Aid and CPR certified preferred
Experience:
- The ideal candidate should have 7-10+ years of construction / telecommunications / data center industry experience with a strong background in multiple facets of technology, having focused on engineering, pre-construction activities and estimating.
- Demonstrated experience with program management, leadership, scheduling, cost control and risk and opportunity management.
- In-depth understanding of hyperscale engineering requirements, such as data center design, construction and operations, infrastructure installations with safety and quality protocols.
- Proven project management experience on time, on budget, with safety and quality being the main focus.
- Demonstrated commitment to supporting an environment of world-class client focus, transparency, and collaboration.
- Experience with security, audio visual, video teleconferencing, wireless communications preferred.
- Experience with project estimating and engineering is highly preferred.
Knowledge, Skills, & Abilities

- Ability to use and operate Autodesk applications i.e., AutoCAD and Revit are a plus.
- Familiarity and knowledge in Building Information Modeling (BIM) and Virtual Design and Construction (VDC) processes is preferred.
- Ability to understand and effectively quote every aspect of structured cabling systems including pathways, spaces, horizontal cabling, backbone copper, backbone fiber optic, cross and inter-connections, and testing.
- Proficient with reading, understanding, and interpreting complex design documents, drawings, and specifications.
- Knowledge of data center infrastructure industry including technology, quality and safety standards.
- Ability to supervise and train employees, including organizing, prioritizing, and scheduling work assignments.
- Knowledge of the PMBOK Guides and Standards.

WORK ENVIRONMENT & PHYSICAL DEMANDS: The standard work environment for this position is an indoors business office and construction environment.
