About The Job:
The Oklahoma State Treasurer (OST) is seeking an individual with significant demonstrated program and clerical experience. This position requires a detail-oriented and hard-working individual to fill the role of Unclaimed Property Administrative Programs Officer. This position may be assigned duties related to initiating correspondence, developing, and maintaining files, managing information, using data processing equipment, sorting, filing, maintaining records, answering phones, and conducting multiple types of inventories. This position is also responsible for extensive administrative work involved in the planning, review, and maintenance of program-wide activities and other duties assigned within the Unclaimed Property (UP) Division of the Office of the State Treasurer.
General Function:
Aids in various types of work with varying degrees of complexity related to UP program operation, promoting program awareness through customer relation activities. Work is guided by a wide variety of Federal and State rules and regulations. Duties are performed with a considerable degree of independence, with administrative direction from the UP Operations Manager, UP Assistant Director, and UP Director.

Work is typically performed in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to communicate, move about inside the office, make 10-key entries, and utilize a keyboard. This position requires long periods of remaining in a stationary position and daily use of a computer and phone.
Essential Functions:
The functions of this job include but are not limited to:
Assists with all functions related to administration of the Unclaimed Property Division program as assigned.
Assists with the daily work in the administrative function of the division; augments customer service staffing as required.
Under supervision, may assist in the interpretation of program policies, rules, procedures, relevant laws, and applicable guidelines affecting daily operations.
Research’s/reviews claims, handles concerns of claimants in a timely manner.
Performs reconciliations, reviews receipts, and reports.
Ensures the accuracy of reports and claims as assigned.
Assists the UP Administrative Programs Specialist with safe deposit inventories and auction preparations as required.
Analyzes and reviews documentation as assigned by the UP Operations Manager.

Grant or contract program requirements.
Legislative processes.
Crystal reports
Basic research and statistical techniques.
Federal and state laws and regulations relating to administration of programs.
Skills in
Analytics, identifying anomalies, finding source issues, taking corrective actions.
Must have intermediate or higher proficiency in Microsoft Office Suite products.
Using software programs to extract data, generate reports, and summarize data into a meaningful and relevant format.
Expressing ideas clearly and concisely, both orally and in writing.
Maintaining a professional demeanor in all situations.
Various data platforms, spreadsheets, fact-finding, data analysis, overseeing information flow, and gathering strong documentation to support data analysis and /or claims processing.
Ability to
Use good judgment and critical thinking to analyze data to identify trends and anomalies, read, interpret, and apply various rules and regulations.
Demonstrate strong analytical interpersonal, problem solving, and time management abilities.
Working directly with the public and claimants to initiate or resolve claims.
Establish and maintain effective working relationships with staff, and the public.
Organize and present facts and opinions clearly and concisely; to conduct multiple projects at once.
Demonstrate ethical behavior, support the agency mission, vision, standards, policies, procedures, confidentiality standards, and work effectively in a team environment with moderate oversight.
Education and Experience
Requirements at this level consist of
Minimum of a bachelor’s degree in business administration, public administration, finance, accounting, or management; or a degree in a closely related field.
Minimum of three (3) years of experience in an accounting or a financial environment.
Must possess strong analytical, communication, and project management skills.
Applicants with previous roles in a public program administration capacity are a plus and will be given preference.
Special Requirements:
Core working hours are Monday through Friday, 8:00 am to 5:00 pm.
This position is at-will, FLSA Non-exempt, and requires a daily in-office presence.
Applicant must maintain a valid state driver’s license and be willing and able to perform minimal job-related travel requirements.
