Requirements
  • Must be able to obtain a customer clearance for access to facilities, equipment, and property (Public Trust).
  • Must have project management best practices knowledge based on the Project Management Body of Knowledge (PMBOK).
  • Must have budget and spend plan experience.
  • Must have Remote Tower experience.
  • Must have a bachelor's degree and a minimum of fifteen years of relevant experience, or an equivalent combination of education and experience.
  • Must work on-site for meetings at Federal Aviation Administration locations and travel at least 40% of the time.
Responsibilities
  • Develop and update Concept of Operations documentation supporting the Remote Tower concept, and identify issues and changes to Air Traffic standards and procedures resulting from Remote Tower systems.
  • Develop program strategies aligned with Remote Tower goals and objectives.
  • Coordinate and collaborate with industry vendors, Federal Aviation Administration lines of business, and other stakeholders to develop and assess Remote Tower operational concepts and technical certification requirements and processes.
  • Develop and track project schedules, milestones, project budgets, and spend plans.
  • Develop and execute plans for site preparation, equipment installation, and operational evaluation of Remote Tower systems; review plans, analyze data, and prepare reports, project proposals, and other technical documentation.
  • Provide technical and programmatic advice to the customer.
  • Create project agreements such as Other Transactions Agreements and Project Level Agreements.
  • Coordinate, attend, and facilitate recurring team and internal or external stakeholder meetings, including documenting and tracking decisions and actions.
  • Prepare reports, briefings, white papers, conference papers, and concept papers for audiences including Federal Aviation Administration executives and Congress.
  • Review and verify vendor deliverables and documentation, and recommend improvements.
