Requirements
  • A professional engineering license in any state is required, with the ability to obtain licensure in other states by reciprocity.
  • Experience with design-bid-build and design-build contracting methods is required.
  • The role requires creativity, foresight, and judgment in planning, organizing, analyzing problems, and resolving them.
  • Effective written and verbal communication skills are required.
  • Effective interpersonal skills are required to maintain internal and external relationships.
  • The candidate must be able to mentor and develop less experienced staff in the area of expertise.
  • A college degree in civil or chemical engineering, or equivalent combined education and experience, is required.
  • At least 10 years of experience in civil engineering projects, specifically water and wastewater projects, with increasing responsibility and a professional engineering license is required.
  • A valid driver's license and good driving record are required.
Responsibilities
  • Act as a technical specialist in a particular engineering area or discipline.
  • Provide internal technical advice to project managers for preparing proposals and developing client presentations.
  • Collaborate with the project manager on project planning, including project scope, concepts and strategies, task organization, effort estimates, required resources, and schedules.
  • Collaborate on the development of project cost and budget estimates.
  • Provide technical guidance to the project manager in developing engineering services agreements, including scope, fee structure, fee amount, schedule, and risk-sharing and management provisions related to the engineering manager's portion of the project.
  • Direct, manage, and participate in producing project deliverables, including preliminary studies, plans and cost estimates; design survey definition and oversight; design and plan production; project status and review meetings; specification and contract document development; bidding and contract award; construction administration oversight; and quality monitoring.
  • Provide input to the project manager or others regarding monthly project accounting, including reviewing project time and expense charges.
  • Communicate with clients throughout projects to ensure issues are addressed to the client's satisfaction.
  • Participate in ongoing client maintenance activities as appropriate.
  • Review personal and project staff labor utilization relative to assigned project teams.
  • Oversee and direct assignments of engineers and technicians assigned to a project.
  • Develop an open environment that encourages communication among project team members.
  • Provide constructive performance feedback to project team members and coach them to improve performance.
  • Provide performance information on project team members to the delivery leader, team leader, or project manager.
  • Stay current with engineering trends, techniques, strategies, philosophies, methods, and technologies.
  • Maintain professional licensure in the states required by the company.
  • Focus on project delivery, mentoring, and technical leadership.
  • Develop and implement scope, fee, schedule, and quality plans for projects, typically in partnership with a project manager who is ultimately responsible for the projects.
  • Mentor team members.
  • Analyze specific issues on project manager projects and recommend efficient, cost-effective solutions.
  • Meet with equipment vendors on a technical basis with project managers and project teams.
  • Present at conferences and trade shows as directed.
  • Participate in the company's standard specification process as directed.
