CACI partners with Oracle to deliver Federal Human Resources IT modernization to the office of Personnel Management. Aug 03, 2026, 16:15 ET RESTON, Va., Aug. 3, 2026 /PRNewswire/ - CACI International Inc (NYSE: CACI) announced today that it will serve as one of Oracle's technology partners for the U.S. Office of Personnel Management's (OPM) Federal Human Resources Information Technology (HRIT) Modernization contract. Working alongside Oracle, Baker Tilly, and Deloitte on this 10-year contract worth nearly $400 million, CACI will modernize and consolidate disparate federal human resource systems into a single, secure, cloud-based platform for federal civilian employees, including HR professionals and leaders. The consolidation of federal HR systems into a single shared platform is expected to reduce taxpayer costs by more than 90 percent while improving efficiency, security, and service delivery across the government. " We have already demonstrated that we can deliver complex HR modernization across the federal government. Surprise Loss and Guidance Cut Drive Sharp Selloff Parsons Corporation (NYSE:PSN) shares are plunging in pre-market trading after the company reported a surprise second-quarter adjusted loss of $0.06 per share, sharply missing FactSet estimates of $0.76 in profit, alongside revenue of $1.58 billion that fell short of the $1.61 billion consensus. Parsons Corporation is a Centreville, Virginia-based global provider of integrated technology-driven solutions and services spanning defense, intelligence, and critical infrastructure markets, operating primarily in North America, the Middle East, and other international regions. Founded in 1944, the company operates through two segments, Federal Solutions and Critical Infrastructure, delivering capabilities such as cybersecurity, missile defense, space and geospatial intelligence, environmental remediation, transportation systems, and engineering and program management services for public and private infrastructure clients worldwide. Compounding investor concerns, Parsons cut its full-year 2026 revenue guidance to $6.2 billion to $6.5 billion from a prior range of $6.5 billion to $6.8 billion, well below the $6.66 billion analysts had expected, overshadowing recent positive news, including the opening of the Gordie Howe International Bridge and steady insider buying from executives. Guidance Cut Overshadows Recent Positive Developments Parsons carries a market capitalization of approximately $6.64 billion and trades at a forward price-to-earnings ratio of 12.12 and a trailing P/E of 19.51, with reported earnings per share of $3.18. Shares have traded in a 52-week range of $46.88 to $89.50. Parsons competes with firms including Leidos (NYSE:LDOS), CACI International (NYSE:CACI), Jacobs Solutions (NYSE:J) and SAIC (NYSE:SAIC) in the Information Technology Services industry. Led by Chairwoman, President and Chief Executive Officer Carey A. Smith, the company employs roughly 21,000 people and generates annual revenue of about $6.5 billion across its federal government and commercial infrastructure client base worldwide. Conclusion Parsons' sharp decline reflects a clear operational disappointment, with the surprise quarterly loss and cut full-year guidance overwhelming otherwise positive developments in the company's infrastructure and defense project pipeline. Investors will be looking for clarity on the drivers behind the guidance cut and confirmation that the underlying business, still supported by strong federal defense spending trends, can stabilize in coming quarters.
