Requirements
  • Bachelor’s degree in Business Administration, International Relations, Finance, or a related field; Master’s degree preferred.
  • At least seven (7) years of experience in project management and operational roles, particularly in international settings.
  • Strong understanding of USAID regulations and compliance requirements.
  • Excellent interpersonal and communication skills, with the ability to build relationships at all organizational levels.
  • Proven ability to manage multiple projects simultaneously and meet deadlines under pressure.
  • Experience in business development and proposal management is a plus.
  • High proficiency in Microsoft Office Suite and project management software.
Responsibilities
  • Independently manage the daily operations of multiple projects, ensuring compliance with relevant policies and regulations.
  • Coordinate with internal and external stakeholders to manage the successful administration of project activities, including program administrative reporting, operational procurement, subcontract management, inventory tracking, consultant management, allowances, travel administration, financial monitoring, and maintaining trackers.
  • Ensure up-to-date project documentation and manage internal audits to ensure compliance with company standards and USAID regulations.
  • Serve as a trusted resource and advisor in matters relating to international operations, including in-country registration, logistics, travel, and expatriate/TCN/CCN employment and management.
  • Ensure timely completion and submission of project deliverables, reviewing documents for accuracy and compliance.
  • Manage prime contractor relationships and oversee financial performance tracking to ensure effective program implementation.
  • Collaborate with DPS PMUs to develop, implement, and maintain Standard Operating Procedures (SOPs) and operational policies and procedures that enhance efficiency and compliance.
  • Regularly review and update SOPs to reflect changes in regulations, best practices, and organizational needs.
  • Proactively identify and resolve contractual or operational issues in collaboration with relevant stakeholders.
  • Collaborate with DPS PMU and Dexis HR and Talent Acquisition teams to develop and implement strategies for effective domestic and international hiring and onboarding processes.
  • Support the identification and engagement of qualified candidates for project needs, ensuring alignment with organizational goals and requirements.
  • Assist in the development of job descriptions and recruitment plans in partnership with DPS PMU and Dexis HR and Talent Acquisition.
  • Supervise and provide direction to recruitment and project management staff, managing workload and time-to-fill metrics, while ensuring adherence to best practices and organizational standards.
  • Train internal teams and DPS Recruiters on SOPs to ensure consistent application across projects.
  • Represent Dexis with relevant USG clients to shape market and support pre-positioning for future work.
  • Play a lead role in business development efforts including through identifying opportunities, leading capture efforts, managing proposals, recruiting, supporting partner engagement, writing proposals and/or annexes, pricing, and ensuring consistency across technical and cost volumes.
  • Lead proposal writing efforts for responses to RFPs and RFIs including writing, reviewing, and editing the executive summary, technical approach, management plan, and staffing plan.
  • Lead pricing and budget development including conducting research, updating pricing templates, and developing strategies.
  • Actively participate in business development efforts, including bid management, proposal development, and supporting recruitment for proposals.
  • Facilitate proposal strategy sessions (including proposal positioning, key win themes, strategies and approaches, competitors, clients, and key personnel).
  • Attend external events, client conferences, and industry days, to network with clients and counterparts.
