Requirements
  • A bachelor's degree in Business, Supply Chain Management, Contracts, or a related field, or equivalent experience.
  • At least 5 years of experience in subcontracts administration, procurement, or purchasing in a government contracting environment.
  • Strong working knowledge of the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and related federal acquisition regulations.
  • Experience supporting manufacturing environments, including procurement of materials, components, and production-related services.
  • Demonstrated experience negotiating commercial terms and conditions, including software or technical licensing agreements.
  • Proven ability to perform cost and price analysis and evaluate supplier proposals.
  • Strong understanding of subcontract and purchase order types, including firm-fixed-price, cost-plus-fixed-fee, and time-and-materials, and their associated risk profiles.
  • Proficiency with enterprise resource planning systems, such as Deltek Costpoint or similar systems, and Microsoft Office tools.
Responsibilities
  • Administer the full lifecycle of subcontracts and purchase orders, including solicitation, evaluation, negotiation, award, and closeout.
  • Ensure compliance with applicable regulations, including the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and company purchasing policy requirements.
  • Serve as the primary interface between internal stakeholders, including program management, engineering, manufacturing, and quality, and external suppliers.
  • Develop and issue requests for quotations and requests for proposals; perform price and cost analysis and evaluate supplier proposals for adequacy, compliance, and risk.
  • Evaluate supplier proposals for cost, technical acceptability, and compliance with requirements.
  • Negotiate pricing, delivery schedules, terms and conditions, and commercial licensing agreements to achieve best value and mitigate risk.
  • Support manufacturing operations by procuring materials, components, and services aligned with production schedules and technical requirements.
  • Draft, review, and negotiate subcontract terms, including flow-down provisions, data rights, intellectual property and licensing clauses, and indemnification language.
  • Prepare and issue purchase orders and subcontracts in accordance with internal procedures and regulatory requirements.
  • Monitor subcontractor performance, including cost, schedule, and technical compliance, and address performance issues proactively.
  • Maintain accurate procurement files and documentation to support audits.
  • Support small business utilization goals and supplier diversity initiatives where applicable.
  • Collaborate with legal, finance, and program teams to resolve contractual issues and ensure alignment with business objectives.
