- Manage the District's design process to ensure projects align with educational programming, budget, schedule, environmental, legal, and operational requirements.
- Monitor project progress, identify design risks, and resolve issues to maintain project schedules and milestones.
- Evaluate design changes and manage scope to maintain approved budgets and schedules.
- Serve as the lead design professional, providing technical leadership, quality assurance, and implementation of design policies and procedures.
- Review architectural and engineering deliverables for quality, constructability, functionality, code compliance, and cost effectiveness.
- Ensure compliance with District standards, California Building Code, Division of the State Architect requirements, Americans with Disabilities Act, sustainability goals, and other applicable regulations.
- Maintain accurate project documentation throughout the design process.
- Coordinate architects, engineers, consultants, District personnel, and regulatory agencies throughout all phases of design.
- Serve as the primary design liaison with the Division of the State Architect and oversee design review and approval activities.
- Lead the selection, management, and performance of architectural and engineering consultants.
- Build collaborative relationships with District leadership, contractors, public agencies, and project stakeholders to support successful project delivery.
- Participate in community outreach efforts and stakeholder meetings to communicate project objectives and progress.
- Recommend improvements to design standards, project delivery processes, and best practices.
- Stay current on industry trends, educational facility planning, building technologies, and applicable codes.
- Perform other duties as assigned.
- A current Architect license or Professional Engineer license is preferred.
- LEED AP or other sustainability credentials are preferred.
- Experience with Los Angeles Unified School District, large K-12 bond programs, community college districts, or higher education capital programs is preferred.
- Experience with Bluebeam, Autodesk products, Building Information Modeling, or similar design software is preferred.
- Excellent communication, leadership, and stakeholder management skills are preferred.

STV appoints Jim Mueller as national water utility management leader. Published July 29, 2026 NEW YORK, NY - STV today announced that Jim Mueller, PE, has joined the firm as national utility management market leader and senior client services manager. In this role, Mueller will lead client engagement for the firm's water operating group across the Northeast and advance STV's utility management services. He will help clients deliver more resilient and efficient water, wastewater and stormwater infrastructure by integrating utility planning, design and operations. Mueller's appointment comes as utilities nationwide confront aging infrastructure, climate risk and pressure to balance affordability with system reliability. In the Northeast, legacy infrastructure, dense urban conditions and complex governance are complicating how utilities access funding and deliver long-term upgrades. "Utilities are shifting from capital delivery to long-term system performance," said Chris Haney, PE, president of the Water operating group at STV. "Jim's experience across planning, design, construction and utility operations gives our clients a leader who understands how to move critical infrastructure programs from strategy through commissioning while balancing technical, financial and stakeholder priorities." Mueller brings more than 33 years of experience leading complex water and wastewater systems through capital investment, operations, regulatory compliance and long-term planning. Most recently, Mueller served as executive director of the Passaic Valley Water Commission, New Jersey's largest public water utility, where he was responsible for treating and distributing more than 100 million gallons of drinking water per day to more than 800,000 people across northern New Jersey. There, he advanced a $900 million, five-year capital program and modernized the planning and development of new data management systems and dashboards that increased transparency and efficiency in water quality and management. He previously spent over two decades at the New York City Department of Environmental Protection, managing the city's combined sewer overflow and wet weather programs. His NYCDEP portfolio included major programs such as the $7 billion CSO construction program, $1.1 billion in nitrogen upgrades, $2.5 billion in state-of-good-repair improvements, the Croton Water Filtration Plant and the Newtown Creek secondary treatment upgrades. Mueller holds an MBA from New York University and both a master's degree in environmental engineering and a bachelor's degree in civil engineering from Manhattan University. He is a licensed professional engineer in New York, served on national peer review panels with the Water Research Foundation and held leadership roles with organizations including the National Association of Clean Water Agencies and the New York Water Environment Association. Donald Del Nero joins STV as VP & tunnel engineering director. NEW YORK CITY - Donald Del Nero II, PE, CDT, has joined STV as vice president and tunnel engineering director. Donald Del Nero II holds more than forty years of experience in transportation and water infrastructure delivery through design-build, construction manager at-risk and other alternative delivery models. Throughout his career, he has gained knowledge in risk management, tunnel boring technologies and contract strategy, underground design and construction, and helping navigate subsurface conditions with better certainty. In this role, Del Nero will work to strengthen the firm's "national tunneling capabilities as demand grows for more complex, resilient underground infrastructure programs nationwide," according to the release. Before joining STV, Del Nero has previously worked in senior leadership roles at other global engineering and consulting firms. His work has lent him to be recognized for "advancing risk-informed delivery approaches and integrating geotechnical strategy into major infrastructure programs." Del Nero holds a master's degree in geotechnical engineering from Syracuse University and a bachelor's degree in civil engineering from Clarkson University. He is also a PhD candidate at the Colorado School of Mines. Along with having authored more than 50 technical publications, Del Nero is a licensed professional engineer in multiple states and has received the 2025 Microtunneling Achievement Award for Excellence in Engineering.
