  • Academic Req: Bachelor’s degree in emergency management, business administration, transportation, supply chain management, or related field required. A master’s degree is strongly preferred for executive-level applicants. Equivalent experience may be substituted on a year-for-year basis. Candidates without a degree must demonstrate extensive leadership experience in logistics operations, emergency management, or incident support functions.
  • Certifications: EMT-B certification is strongly preferred at the time of hire; EMT-P is preferred. Candidates who do not currently hold an EMT-B must demonstrate a relevant medical or emergency response background (e.g., military medic, clinical support, EMS, public health, or medical operations) and must obtain an EMT-B certification within twelve (12) months of hire as a condition of employment.
  • Experience Req: Minimum of ten (10) years of progressive professional experience in logistics, supply chain management, or emergency operations, including at least five (5) years in a senior supervisory, command, or incident management role. Candidates must demonstrate expertise in the following areas: • Rapid deployment and stand-up (12–24 hours) of command, response, and/or logistics assets in austere environments • Fleet operations, vehicle sustainment, and logistics support • Warehouse operations, inventory control, and resource staging • Resource ordering, tracking, and logistics coordination • Communications systems and field deployment support • Facility services and operational management • Budget development, program budgeting, and vendor management • Personnel development, supervision, and workforce management • Executive-level coordination with state, federal, and private-sector partners • Managing complex, multi-site deployments under a NIMS/ICS framework, including unified command integration and 24/7 field operations • Operational readiness planning and sustainment
Responsibilities
  • Lead the growth of the Logistics Section by recruiting additional personnel, developing new capabilities, building team skills, and increasing retention and operational depth to ensure sustained readiness.
  • Serve as the lead Logistics representative on the Incident Management Team; manage mission support and resource coordination.
  • Oversee all logistical operations in both steady-state and emergency response, including procurement, inventory, transportation, and site readiness.
  • Maintain 90% mission readiness of all logistics systems, ensuring resources are deployable within two hours and self-sustaining for 72 hours.
  • Lead the coordination and movement of supplies, equipment, and personnel in support of all-hazards incident response (e.g., mass sheltering, commodity distribution, medical cache transport).
  • Establish, document, and manage SOPs for logistics functions to standardize workflows and optimize performance.
  • Lead occupational safety and operational risk management programs; ensure all staff adhere to safety procedures and hazard reporting protocols.
  • Manage supply chain budgets and requisitions, coordinate with Finance for cost tracking and reimbursement schedules.
  • Maintain strong vendor and partner relationships to ensure rapid sourcing and delivery of resources during activations.
  • Identify and implement process improvements to enhance supply chain efficiency during preparedness and deployment.
  • Ensure compliance with DOT and other regulatory guidance for transportation, shipping, and logistical operations.
  • Oversee and maintain communications systems (e.g., radios, satellite devices, Alert Media) to ensure operational connectivity during all phases of response.
  • Manage and support critical information systems (e.g., WebEOC, GIS platforms, incident management tools) to maintain data integrity, situational reporting, and operational coordination.
  • Maintain 24/7 availability during activations and deploy on short notice to support incident management, field operations, or EOC support.
  • Serve as Watch Officer; monitor hazards, disseminate intelligence, and maintain situational awareness.
  • Supervise, coach, and evaluate assigned staff, lead recruitment, training, and onboarding for section personnel.
  • Oversee projects and deliverables to ensure operational readiness, contract compliance, and measurable outcomes.
  • Contribute to the development of emergency plans, SOPs, and incident management tools.
  • Participate in the development of proposals, scopes of work, and supporting documentation for new and existing projects, including cost estimates and staffing plans.
  • Participate as a core member of the Incident Management Team (IMT); complete required training and serve during activations.
