Requirements
  • A bachelor's degree in Public Administration, Information Technology, Community Development, Education, Business Administration, Communications, or a related field is required.
  • At least 7 years of progressively responsible leadership experience in program management, digital inclusion, community engagement, technology initiatives, education, workforce development, or public administration is required.
  • At least 3 years of supervisory experience managing a team of 5 or more staff is required.
  • Demonstrated experience managing complex programs, budgets, and multidisciplinary staff is required.
  • Experience developing and maintaining partnerships with government, nonprofit, academic, and private-sector stakeholders is required.
  • Strong strategic planning, operational leadership, and project management skills are required.
  • Excellent written, verbal, and public-presentation communication skills are required.
  • Experience working with and serving diverse communities across Philadelphia is required.
  • Demonstrated commitment to racial equity, economic inclusion, and community-centered public service is required.
Responsibilities
  • Develop and implement the City's Digital Equity Strategic Plan.
  • Establish annual goals, objectives, and performance measures.
  • Identify emerging digital inclusion needs and opportunities.
  • Develop long-term sustainability strategies for Digital Equity programs.
  • Oversee all Digital Equity programs and initiatives.
  • Ensure successful implementation of program goals and deliverables.
  • Monitor program performance and outcomes.
  • Ensure consistency and quality across all Digital Equity services.
  • Oversee the City's Digital Navigator Program.
  • Develop service-delivery standards and performance expectations.
  • Train and support Lead Navigators and Digital Navigators.
  • Build and maintain strategic relationships with City Council offices, universities and educational institutions, nonprofit organizations, technology companies, broadband providers, workforce development organizations, philanthropic organizations, and community-based organizations.
  • Identify funding, sponsorship, and partnership opportunities.
  • Serve as the primary executive representative for Digital Equity initiatives.
  • Strengthen collaboration across public, private, nonprofit, and academic sectors.
  • Manage budgets and fiscal operations.
  • Oversee community impact and service delivery.
  • Manage data, reporting, and performance activities.
  • Represent and advocate publicly for Digital Equity initiatives.
Desired Qualifications
  • A master's degree in Public Administration, Public Policy, Urban Planning, Information Technology, or a related field is preferred.
  • Experience leading digital equity, digital inclusion, or broadband access programs at a city, state, or regional level is preferred.
  • Familiarity with federal digital equity programs, including BEAD, ACP, Digital Equity Act grants, and E-Rate, is preferred.
  • Experience with the City of Philadelphia government, OIT systems, or Philadelphia community organizations is preferred.
  • Knowledge of community technology programs, Digital Literacy Alliance ecosystems, or navigator program models is preferred.
  • Experience managing or overseeing frontline community service teams delivering resident-facing services is preferred.
  • Proficiency in program evaluation, impact reporting, and data-driven decision-making is preferred.
  • Bilingual or multilingual skills, including Spanish, Chinese, or other languages widely spoken in Philadelphia, are preferred.

Philadelphia to deploy up to 1,000 curbside EV chargers with it's electric across all neighbourhoods

It's electric has signed an agreement with Philadelphia to deploy up to 1,000 Level 2 curbside electric vehicle chargers across the city, making Philadelphia the first US city to pursue city-wide curbside charging at this scale. City Council is set to vote on enabling legislation in June. The network will prioritise neighbourhoods based on rideshare driver density, lack of existing charging infrastructure and environmental justice considerations. More than 60% of Philadelphia households lack off-street parking, making curbside charging essential for EV adoption. It's electric's hardware draws power from existing buildings and utility poles, avoiding interconnection delays and grid upgrades. The first chargers are scheduled to go live in early 2027, with deployment spanning all 18 city planning districts.
