Requirements
  • A bachelor's degree is required, or 12 years of relevant experience may substitute for the degree.
  • At least 8 years of related information technology work experience is required, preferably in the health insurance industry.
  • Demonstrated experience in a key lead role on major company initiatives and demonstrated leadership experience is required.
  • Expertise leading production support activities, including issue resolution and bug fixing, application monitoring and dashboard tracking, incident management and troubleshooting, process improvement, and automation is required.
  • Knowledge of the system development life cycle and implementation methodologies is required.
  • Working knowledge of structured query languages or analysis techniques is required.
  • The candidate must be able to apply structure to loosely defined problems and understand core business functions.
  • Strong interpersonal skills, including collaboration with and leadership of teams, are required.
  • Project execution experience and knowledge in a lead role are required.
  • The ability to multitask and handle multiple projects simultaneously while supporting others is required.
  • Excellent verbal and written communication skills, rapport-building, active listening, understanding group dynamics, and presenting to internal and external leadership are required.
  • Critical-thinking and problem-solving skills, including the ability to mentor lower-level Business Systems Analysts on these skills, are required.
  • Strong personal-computer skills, including Microsoft Office Suite and Visio, are required.
  • Working knowledge of programming, development, and technical architecture, including technologies used by the supported applications, is required.
Responsibilities
  • Independently analyze and oversee the analysis and translation of business needs into business and technical requirements.
  • Lead and coordinate teams of resources to align technical solutions with business requirements for complex issues and projects.
  • Conduct requirements interviews with stakeholders and capture and validate information from elicitation and Joint Application Development sessions.
  • Support the translation of business requirements into estimation and business-case development.
  • Use tools and methodologies such as SIPOC to identify process and operational efficiencies in current- and future-state models.
  • Serve as the primary Business Systems Analyst for Blue Card, BlueCard Modernization, National Program Releases, Inter-Plan Teleprocessing System, Blue2, BlueCard Portal, Real-Time Messaging, and related initiatives.
  • Lead and own the analysis of complex issues and projects.
  • Coordinate documentation of business needs and business process flow documents.
  • Transition requirements and user stories to designers and developers and ensure clear and complete understanding of the requirements.
  • Oversee the creation of technical documents and high-level solution designs, as well as development, testing, and implementation of system specifications when required.
  • Act as a subject matter expert in systems and technologies and recommend best practices for delivering business solutions.
  • Analyze BCBSA, NASCO, and Horizon requirements to identify business, operational, and technical impacts across Host and Home claims-processing environments.
  • Manage stakeholder identification and ensure requirements across the project portfolio align with enterprise and business-unit strategy.
  • Manage the use of analysis techniques, including synthesizing large amounts of stakeholder information to identify improvement opportunities.
  • Manage diverse stakeholders and complex current-state structures to optimize future-state processes while accounting for organizational culture, structure, and business-capability impacts.
  • Lead requirements elicitation, impact assessments, and solution-design discussions with business stakeholders, NASCO, BCBSA, and internal technology teams.
  • Coordinate reviews of business requirements documents, change system requests, technical requirements documents, user stories, and functional requirements to ensure alignment with enterprise standards and BCBSA mandates.
  • Partner with NASCO, BCBSA, and cross-functional teams to evaluate release enhancements, regulatory changes, and modernization initiatives affecting Blue Card operations.
  • Provide subject-matter expertise for Host/Home claim processing, Inter-Plan Programs, Inter-Plan Teleprocessing System, Blue2, Real-Time Messaging, and BlueCard Modernization initiatives.
  • Develop and manage traceability from requirements through testing, implementation, and post-production validation.
  • Support system integration testing, user acceptance testing, Model Office, and production validation by creating test scenarios, reviewing test cases, coordinating defect resolution, and obtaining business sign-off.
  • Lead cross-functional impact assessments involving Claims, Operations, Provider Services, Middleware, Data Management, Analytics, Payment Integrity, Process Automation, and external vendor teams.
  • Monitor and manage production issues, defects, and enhancement requests while ensuring timely resolution and stakeholder communication.
  • Represent Horizon in NASCO, BCBSA, Blue Card user groups, workgroups, certification activities, and release-readiness reviews.
  • Develop executive summaries, status reports, risk assessments, and stakeholder communications for BCBSA initiatives.
  • Mentor junior analysts and provide guidance on Blue Card business processes, requirements management, testing strategies, and production-support best practices.

The annual awards recognize women who have used their leadership, advocacy and professional work to create economic opportunities and contribute to New Jersey's business community. "We are proud to recognize the New Jersey Chamber's 10 Women of Inspiration, whose accomplishments reflect the strength and diversity of New Jersey's business community," Tom Bracken, president and CEO of the New Jersey Chamber of Commerce, said. "Representing a wide range of industries, backgrounds and experiences, these remarkable leaders inspire through their innovation, dedication and impact." This year's Alice H. Parker Outstanding Woman of Inspiration Award will go to Amy Mansue, CEO of Inspira Health Network. Mansue has spent four decades in health care, government and statewide leadership roles. She previously served as president and CEO of Inspira from 2020 to 2025 and continues as CEO, focusing on the organization's long-term strategic vision. The chamber will present its Employer Advocate Award to Kellie Doucette, chief operating officer to New Jersey Gov. Mikie Sherrill. Doucette is the state's first chief operating officer and is responsible for coordinating state agencies and helping turn policy into action. She also has played a role in Sherrill's 21-county business outreach tour. Heather Staples, executive vice president of enterprise operations, business and technology solutions, and chief information officer at Horizon Blue Cross Blue Shield of New Jersey, will receive the Outstanding Corporate Leader Award. Staples joined Horizon in 2024 and oversees technology, information security, enterprise program management, analytics and operations. Debbie Hart, president and CEO of BioNJ, will receive the Association Advocate Award. Hart co-founded BioNJ in 1994 and has helped build the organization into a major voice for New Jersey's biotechnology and life sciences industry. The Issues Advocate Award will go to Eileen Mannion, vice president of public policy, state and local government affairs at Verizon. Mannion leads Verizon's public policy and government affairs work in New Jersey and supports the company's state and local government affairs teams nationally.
