Requirements
  • BA/BS degree in Engineering, Business, Economics, Finance, Marketing or related discipline, or an equivalent combination of experience and/or education.
  • Ability to develop highly credible and effective relationships with marketing counterparts.
  • Flexible, inquisitive and able to thoroughly understand electricity market dynamics.
  • Proficient in computer applications including database and spreadsheet applications and word processing.
  • Strong analytical, quantitative and economic evaluation skills.
  • Working knowledge of Western Electricity Coordinating Council generation/transmission and gas pipeline systems.
  • Familiarity with North American Electric Reliability Corporation policies and a general understanding of how they apply to Tri-State.
  • Willingness to be on call.
  • Complies with applicable regulatory requirements (FERC, NERC, NAESB) as well as applicable electricity and natural gas reliability directives, operating orders, marketplace protocols and Tri-State business practices.
Responsibilities
  • Term, day-ahead and pre-scheduling wholesale electricity and natural gas products with focus on optimizing Tri-State resources, as well as executing hedging strategies as needed to meet all customer load requirements in the most economic and reliable manner possible in a variety of electricity market structures pursuant to Tri-State’s Energy Risk Management Policy.
  • Establishing, executing, managing and communicating Tri-State’s operating plan prior to each operating day.
  • Submitting required and optional bids and offers in the day-ahead market within required timelines as well as negotiating and executes bilateral transactions, as required.
  • Providing mitigated offers, including applicable offer parameters, prior to the operating day.
  • Optimizing, procuring and utilizing merchant electricity transmission rights and natural gas transportation rights required to support Tri-State’s operating plan prior to each operating day under applicable electric transmission and gas transportation tariffs through respective software platforms.
  • Accurately submitting all required electric market schedules and natural gas nominations through applicable software applications.
  • Monitoring status of schedules and executed transactions and take action to mitigate changes in advance of the operating day
  • Documenting relevant information and unique circumstances related to Tri-State’s operating plan that provide additional explanation, clarification and instructions to those managing current day operations and post-operating day settlement activities.
  • Responsible for accurate submittal of unit outages in required reporting applications.
  • Supporting post-operating day analysis, feedback and data requests, updates to bid/offer strategies, and provide supporting information to assist settlement activities.
  • Performing pre-schedule load and resource check-out and validation with Balancing Authorities.
  • Complying with applicable regulatory requirements (i.e., FERC, NERC, NAESB) as well as applicable electricity and natural gas reliability directives, operating orders, marketplace protocols and Tri-State business practices.
  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
  • Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.
  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
  • Perform other related duties as assigned, contributing to Tri-State’s mission of providing reliable, affordable, and responsible electricity.
  • Provide updates to procedures and guidelines, as required, to management and training staff, for review, update and approval to maintain current state representation of training documents.
  • Must complete required Learning Management System coursework as assigned, particularly Standards of Conduct and Critical Infrastructure Protection.
  • Must read, agree and execute acknowledgement of Tri-State’s Risk Management Program and Energy Markets Code of Conduct along with adhering to other applicable policies, programs, guidelines or procedures that ensure compliance.

PREMA Announces Intent to Terminate Wholesale Power Contract

PREMA announces intent to terminate wholesale power contract. Panhandle Rural Electric Membership Association (PREMA) announces intent to terminate wholesale power contract with Tri-State due to projected rate increases. PREMA will have a rate increase starting Jan. 1, 2026, of 4% which is attributed to Tri-State, but more alarming is the forecast of over 30% rate increases over the next several years. Tri-State Generation and Transmission Association based out of Westminster Colorado currently serves the district with a contract scheduled to end in December 2050. Projected rate increases have encouraged PREMA to search into alternative options for wholesale power providers. PREMA notice terminating the wholesale power contract will allow Alliancetimes to find alternative options while maintaining reliable service. Early termination of the existing contract will begin a formal process of transition. Notice to terminate contract will start a 2-year process to complete. "The driving factor for PREMA to look at alternative wholesale power supply is the projected rate increases. Tri-State is driven by policies and politics of Colorado that have tremendous cost increases that are unsustainable. These policies affect Nebraskans without benefit." added Zac Bryant, General Manager of PREMA. "Nebraska is the only Public Power state designed to supply reliable power at a lower cost, and members of Nebraska pay over 30% less than we do. Colorado policies affect more than their own state as Nebraska, Wyoming, and New Mexico will also be impacted. The costs impacts have become too great, and we have good alternative options." PREMA will provide updates and transparency as the transition continues. PREMA is working diligently with all appropriate agencies to ensure a smooth transition. PREMA celebrated 80 years this year of proudly serving the Nebraska Panhandle in portions of eleven counties covering over 7500 sq. miles. PREMA serves over 1600 members, providing service to more than 3800 meters.
