Requirements
  • 5 years of progressively responsible executive support for senior leadership or governing boards.
  • 3 years of experience interpreting and processing public records requests in a public agency or institution subject to the Public Records Act.
  • Administrative, program coordination, or compliance experience.
  • Washington State Notary Public license or ability to obtain within six months of hire. The Agency will cover the costs of notary application, bond, supplies, and training.
  • An equivalent combination of education and experience to successfully perform the job duties is also accepted.
Responsibilities
  • Public Disclosure: Manage daily operations of the agency’s public disclosure program in alignment with the Washington State Public Records Act.
  • Public Disclosure: Manage intake, review, redaction, and fulfillment of records requests, ensuring timely and accurate responses.
  • Public Disclosure: Maintain thorough tracking and reporting of disclosure activities.
  • Public Disclosure: Serve as backup Public Disclosure Officer and support compliance audits and reporting efforts.
  • Public Disclosure: Coordinate closely with legal counsel and internal stakeholders to ensure consistent, lawful practices.
  • Board Administration: Lead administrative support for the Board of Directors, ensuring compliance with the Open Public Meetings Act and Board bylaws.
  • Board Administration: Manage all aspects of Board meetings, including agenda development, material preparation, logistics, and technology coordination.
  • Board Administration: Serve as primary liaison between Board members and agency staff.
  • Board Administration: Manages Board member onboarding, orientation, and ongoing support.
  • Board Administration: Provide executive-level support, including research and preparation of materials.
  • Board Administration: Coordinate Board activities and maintain the Board’s public-facing webpage.
  • Records Management: Oversee the agency’s official records, legal documents, and Board resolutions to ensure compliance with records retention requirements.
  • Records Management: Lead cross-functional coordination to manage and maintain the agency’s policy library.
  • Records Management: Monitor and guide the review, approval, and publication of internal and Board policies.
  • Records Management: Develop and implement procedures and training resources in partnership with key departments to promote consistent records and policy management practices.
  • Drive department-wide initiatives, spearhead process improvements, and lead special projects.
  • Conduct in-depth research, produce strategic reports, and coordinate cross-functional efforts to support organizational goals.
  • Manage the development and execution of internal training and communications on public disclosure, Board governance, and policy updates.
  • Collaborate with the Senior Programs Manager to design content and coordinate agency-wide training programs that enhance organizational compliance and effectiveness.
  • Serves as a designated official recipient of legal documents, service papers and claims for the agency.
  • In coordination with legal counsel, research legal documents as needed and serve as a Notary Public.
  • Provide back up support in all areas of the Executive Department.
  • Process customer and public inquiries and coordinate cross-department research and responses.
  • Assist in managing the department’s electronic filing systems, SharePoint libraries, and document workflows.
  • Ensure data accuracy, accessibility, and security.
  • Perform other duties of a similar nature or level.
Desired Qualifications
  • Bachelor’s degree in public administration, business, or a related field, or a Legal or Paralegal degree.
  • Municipal Clerk Certification.
  • Coursework or certification in public records or records management.
