Overview

The Engineer 4 will serve as the lead technical authority providing expertise and direction across all technical domains assigned projects within a program. This role is responsible for developing and reviewing engineering solutions, ensuring technical accuracy, and aligning designs with Navy requirements, standards, and mission objectives. As a senior leader within the program the Engineer IV will work closely with the program manager, project managers, government stakeholders, and cross-functional teams to translate complex technical requirements into actionable plans and deliverables. This role will be responsible for leading and mentoring engineers and technical specialists. The idea candidate has advanced problem-solving skills, strong technical judgment, and the ability to drive innovative, mission-focused solutions in a collaborative, fast-paced environment.

Responsibilities

• Lead junior engineers and technical specialists by providing oversight, guidance and technical mentoring through the full system development lifecycle for Navy C4I systems.
• Design, integrate, and validate complex systems that incorporate diverse operating systems, software applications, and hardware platforms.
• Conduct technical analyses and develop system architectures that balance cost, schedule, maintainability, cybersecurity resilience, and performance trade-offs.
• Implement Navy-specific standards and requirements—including design, testing, installation, configuration management, ILS, and cybersecurity—into all phases of system development.
• Prepare, review, and maintain high-quality technical documentation, such as system design specifications, test procedures, technical guides, and knowledge base articles.
• Collaborate with program/project managers, government stakeholders, and team leads to develop levels of effort, plan project schedules, and manage the ongoing execution of the project.

Qualifications

• Clearance: Active Secret or higher
• Education: Master’s degree in an engineering discipline such as Electrical/Electronic Engineering, Mechanical Engineering, Computer Engineering, Computer Science, Math, or Physics.
• Experience: Ten (10) years of professional IT experience overseeing the creation of C4I or other similar large-scale systems consisting of software, web and hardware products. Experience must cover the entire system development lifecycle from initial specification, through final production and transition into maintenance. 
• Minimum five (5) concurrent years of technical experience in support of Navy C4I systems.
• Demonstrated experience integrating a wide variety of desktop, server, and network operating systems; software applications; and hardware devices through system specification, design, coding, testing and maintenance support.
• Demonstrated experience evaluating cost, schedule, maintainability, cybersecurity resiliency, and risk/tradeoff in developing system designs.
• Demonstrated experience implementing Navy specific design, test, installation, Integrated Logistics Support (ILS), configuration management and cybersecurity requirements into system design.
• Demonstrated experience using Agile methodologies such as Scrum or Kanban to manage and complete system development lifecycle tasks including design, development, testing and deployment.
• Demonstrated experience utilizing DevOps tools for build, test, patch automation, and CM (Ansible, Chef, Puppet, BMC, or similar).
• Demonstrated experience creating and maintaining technical documentation, including knowledge base articles, procedure manuals, and technical guides.
• Cybersecurity Work Force (CSWF) Certification: One (1) of the following certifications, consistent with an Information Assurance Technician (IAT) II designation: GIAC Security Essentials (GSEC), CompTIA Security+, ISC2 Systems Security Certified Practitioner (SSCP), Cisco Certified Network Administrator – Security (CCNA Security), GIAC Certified Enterprise Defender (GCED),  ISC2 Certified Information System Security Professional (CISSP), or CompTIA Advanced Security Practitioner (CASP). CompTIA Security+ or ISC2 CISSP is preferred.
• Strong oral and written communication skills

Basic Compensation: $124,800- $166,400 yearly salary
