Requirements
  • Active Secret clearance.
  • A Master's degree in any discipline, or an allowed work-experience substitution of 12 years of relevant experience or a Bachelor's degree plus 8 years of relevant experience.
  • A total of 10 years of experience performing the listed tasks in a System Program Office, Air Force Headquarters, or another relevant organization or industry.
  • Experience with International Traffic in Arms Regulations and Munitions Export License Applications.
  • Proficiency with computer-based communication and office information-technology tools, including Microsoft Word, PowerPoint, SharePoint, Excel, Teams, and Adobe Reader and Pro.
  • Ability to learn new software and office information-technology tools in a timely manner.
  • Proficiency in public speaking, including delivering briefs, speaking in in-person and online meetings, and giving presentations.
  • Ability to move or traverse throughout a large, secure facility and between multiple work areas.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to sit for prolonged periods at a desk while working on a computer.
Responsibilities
  • Analyze and assess potential export agreements to prevent international transfer of United States military technology when the transfer is not in the best interests of the United States.
  • Maintain current information on United States and international policies, treaties, laws, and related requirements governing control of missile technology and weapon delivery systems.
  • Develop and maintain a database of Air Force export applications and applicable regulatory information to facilitate reviews and recommendations.
  • Research, analyze, and provide draft recommendations on each Munitions Export License Application case and conduct export-related issue and policy studies.
  • Recommend export policies and actions that enhance the security of Air Force systems and programs.
  • Review and analyze international technology-transfer issues and policy, including manufacturing technology, industrial espionage, country-to-country agreements, and national security.
  • Monitor and report on foreign-disclosure limitations and Foreign Military Sales and North Atlantic Treaty Organization-related issues.
  • Perform other tasks closely associated with the listed duties as coordinated with the Contracting Officer's Representative.
